The U.S. Air Force is seeking contractor services for installation and maintenance upgrades on C-130J aircraft. - Scope includes Block Upgrade (BU) 7.0/8.1 kit and delta kit installations on up to 15 C-130J aircraft - Includes Dynamic Re-tasking Capability (DRC) de-confliction kit installation on 5 C-130J-30 aircraft - Services required: - Kit installation, aircraft maintenance, acceptance testing, and over and above (O&A) maintenance - Engineering support (drawings, technical orders, discrepancy evaluation, ECPs) - Program management and monthly reporting - Government Furnished Equipment (GFE) and kits provided - Key products and support equipment: - BU 7.0/8.1 TCTO kits (part number 3365958-7) - DRC de-confliction kits (part number 3365958-29) - Cargo compartment insulation blankets - Peculiar support equipment (radar altimeter simulator, E-TCAS/IFF test box, adapter kits, crimper sets, die sets, locating fixtures, key loader, test guns, CVR test set, Nortec test instrument, preservation kit, wire installation kit) - Contractor must maintain quality per AS9110 and comply with security and reporting requirements - Period of performance: - Each aircraft installation cycle not to exceed 120 days (plus 7 days for DRC aircraft) - Installations scheduled from November 2026 to January 2028 - Sole source bridge contract intended for Canadian Commercial Corporation (CCC), but capability statements from other vendors are accepted - Place of performance includes Wright-Patterson AFB, 317th and 374th Airlift Wings

PRESOLICITATION/NOTICE OF INTENT TO AWARD SOLE SOURCE: C-130J Contractor Kit Installation (CKI)
Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Wright-Patterson AFB OH, intends to award a sole source Firm-Fixed Price bridge contract for Block Upgrade (BU) 7.0/8.1 Group A and B kit and delta kit installations onto various USAF C-130J and HC-130J Aircraft in accordance with R-DFARS 225.870 Contracting with Canadian Contractors, R-DFARSPGI 222.870 and Defence Production Sharing Agreement (DPSA) Memorandum of Understanding (MOU) between the DoD and Department of National Defence of Canada (27 July 1656). The contract will be awarded to Canadian Commercial Corporation which is a federal Crown corporation owned by the Government of Canada. This bridge contract will be sole source in accordance with RFO 6.103-1(c)(2), Only one responsible source and no other supplies or services will satisfy agency requirements.
Canadian Commercial Corporation (CCC) is the current contractor for this effort under the current CKI Contract and possesses the knowledge and technical expertise required to continue performance without unacceptable delays, duplication of effort, or disruption to the established installation process.
This notice of intent to sole source is not a request for proposals or quotations. However, interested parties who believe they can fulfill this requirement may, in response to this notice, submit a capability statement demonstrating their ability to provide an equivalent service. Responses must be submitted no later than 1:00PM EST on 18 June 2026 via email to casey.murphy@us.af.mil and ashley.crawford.12@us.af.mil.
All responses received by the closing date will be considered by the Government. A determination not to compete this requirement based on responses received is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement.
