The City of Iqaluit is seeking professional consultant services for Phases 2 and 3 of its Climate Hazard Mapping initiative to support land-use planning and risk management in Arctic conditions. - Government Buyer: - City of Iqaluit, Planning & Development Department - Key contact: Mathew Dodds, Director of Planning and Development - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the solicitation - Products/Services Requested: - Consultant services for geotechnical and permafrost data acquisition, field investigations, laboratory testing, and hazard mapping - LiDAR acquisition, terrain field assessment, geophysical surveys (line streamer, ground-penetrating radar, thermal resistivity) - Destructive borehole drilling, test pit excavation and sampling, instrumentation installation - GIS-compatible data, hazard maps, and planning framework development - Preparation of planning reports and recommendations for climate change adaptation and construction on slopes over 25% - Unique or Notable Requirements: - Expertise in Arctic fieldwork, permafrost engineering, and GIS - Ability to coordinate with local authorities and update geotechnical databases - Key personnel must include a Project Manager, Permafrost Engineer, and GIS Specialist - Fieldwork required in challenging Arctic and permafrost conditions - Places of Performance and Delivery: - City of Iqaluit, Nunavut (including municipal areas, Iqaluit International Airport, Apex community, Federal Road, and Toonik Pond site) - Period of Performance: - Project spans from kick-off to completion with key milestones, including fieldwork, data reporting, hazard map delivery, and final recommendations

Description

The City of Iqaluit is seeking to retain a Consultant to provide professional services for the Climate Hazard Mapping: Phases 2 & 3 project. This multi-phase initiative aims to establish a comprehensive understanding of local subsurface conditions to support land-use planning within the City. Phase 1 involved reviewing existing geotechnical data and was completed in 2025. The current solicitation covers Phases 2 and 3, which include data acquisition, analysis, and final hazard mapping to identify development risks and integrate hazard information into municipal planning tools.
