This opportunity is for comprehensive inspection, testing, certification, and repair services for vehicle lifts, cranes, hoists, and rigging devices at the Defense Supply Center Richmond (DSCR), managed by the Defense Logistics Agency (DLA) Installation Management Richmond. - Government Buyer: - Defense Logistics Agency (DLA), DLA Installation Management Richmond, Defense Supply Center Richmond - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Products/Services Requested: - Annual inspection, functional testing, certification, and tagging of vehicle lifts, cranes, hoists, and rigging devices - Annual load testing using certified test weights, with certification reports provided to the Contracting Officer’s Representative (COR) - Repair services for all listed equipment, with repairs over $500 requiring prior approval and a detailed quote - Unscheduled maintenance and rapid repair response (within 24 hours) - Annual rigging inspections - All work must comply with OSHA, ASME, and ANSI/ALI standards - Contractor must provide all labor, materials, equipment, and supervision - Deliverables include a Quality Control Plan, Occupational Safety and Health Plan, and detailed inspection/certification reports within five days - Unique or Notable Requirements: - Contractor personnel must have relevant qualifications, certifications, and experience - Security requirements include background checks and compliance with DSCR access and badging procedures - Work is performed Monday through Friday, 7:00am-5:00pm, excluding federal holidays and installation closures - Equipment covered includes a variety of cranes, gantries, automotive lifts, and slings (see Appendix 1 in PWS) - Contract is service-based with variable quantities, invoiced based on actual services provided - Period of performance includes a one-year base period, three one-year option periods, and an additional 6-month extension option

Description

The contractor shall provide all labor, materials, equipment, and supervision to perform comprehensive annual inspections, functional testing, certification, load testing, and repair services for a variety of vehicle lifts, cranes, hoists, and rigging devices located at the Defense Supply Center Richmond (DSCR). The full list of equipment is detailed in Attachment 1 of the PWS.

The primary objective is to ensure all lifting equipment is maintained in a safe, compliant, and fully mission-capable condition.

The required services include:

Annual Inspections and Testing: Perform "periodic" inspections and operational tests on all equipment at 12-month intervals. Load Testing and Certification: Conduct annual load testing for all cranes and hoists using certified test weights. Certification and Reporting: Upon successful inspection, affix a certification placard, sticker, or tag to each piece of equipment and provide detailed inspection reports and certificates to the government within 5 days. Unscheduled Maintenance and Repairs: Respond to service calls for repairs within 24 hours of notification and provide a written repair estimate within two (2) business days. For any single repair anticipated to exceed $500, prior approval from the government is required. Compliance: All work must comply with the latest editions of applicable OSHA, ASME, and ANSI/ALI standards.

5. Period of Performance:The contract will include a one (1) year base period with three (3), one-year option periods.

6. Key Requirements for Contractors:

Qualifications: Contractor personnel must possess the necessary qualifications, certifications, training, and experience to inspect, test, and repair cranes, hoists, automotive lifts, and rigging equipment in compliance with all federal, state, and industry standards. Deliverables: Key deliverables include a Quality Control Plan (QCP), a site-specific Occupational Safety and Health Plan (OSHP), and all final inspection/certification reports. Security: Personnel will require background checks and must comply with all DSCR installation security, access, and badging requirements.
