The U.S. Army's Joint Project Manager for Chemical, Biological, Radiological and Nuclear Integrated Early Warning (JPM CBRN IEW) is seeking industry input for a large-scale handheld chemical agent detector procurement. - Government Buyer: - U.S. Army, Joint Project Manager for CBRN Integrated Early Warning (JPM CBRN IEW) - Army Contracting Command (ACC) at Aberdeen Proving Ground - Products/Services Requested: - Approximately 2,500 Proximate Chemical Agent Detector Non-Trace (PCAD-NT) handheld systems over 4-5 years - Product must provide standoff, non-contact identification of visible solid and liquid chemical materials - Must detect: chemical warfare agents (CWA), non-traditional agents (NTA), pharmaceutical-based agents (PBA), fourth generation agents (FGA), toxic industrial chemicals (TIC), toxic industrial materials (TIM), and explosive hazards including homemade explosives (HME) - System must be lightweight, robust, safe (including laser/optical safety), field-updatable, and capable of decontamination - Unique/Notable Requirements: - Vendors must demonstrate production capacity, provide pricing, and show compliance with detailed performance specifications - Support for first article testing, integrated logistics, software support, and government test activities is required - No specific OEMs or vendors are named; the Army is seeking information from all capable manufacturers - Estimated procurement is for 2,500 units over a 4-5 year period

Description

The Joint Project Manager for Chemical, Biological, Radiological and Nuclear Integrated Early Warning (JPM CBRN IEW) is responsible for the development, production, and fielding of CBRN detection and identification systems. The JPM CBRN IEW is conducting a market survey to identify potential industry sources capable of manufacturing a system that will provide the Joint Force with a standoff non-contact handheld instrument to perform the identification of both visible solid and liquid material at safe, non-contact or standoff distances.

The industry source(s) must have expertise in the production of handheld systems, be capable of supporting first article testing, integrated logistics support, software support and general support of various Government test activities. The system will provide the Joint Force the capability to perform real-time presumptive identification of visually detected chemical materials, including solid and liquid Chemical Warfare Agents (CWA), Non-Traditional Agents (NTA), Pharmaceutical Based Agents (PBA), Fourth Generation Agents (FGA), Toxic Industrial Chemicals (TIC), Toxic Industrial Materials (TIM) and explosive hazards including Homemade Explosives (HME).
