The purpose of this notice is to conduct market research and obtain information from qualified SDVOSB businesses. This is not a request for bids, quotes, offers, or proposals. The responses to this announcement will assist in determining the socio-economic status such as a SDVOSB set-aside if feasible. If insufficient SDVOSB responses are received to establish the basis for setting this requirement aside for SDVOSBs, the requirement may be solicited as a VOSB or a SB set-aside, in which case all interested parties responding shall be eligible to compete. STATEMENT OF WORK INTRODUCTION Background The Veterans Health Administration (VHA) Textile Care Management (TCM) Program consists of the Textile Care Processing and Textile Management Services (uniform management, textile management and distribution, and patient assistance program). Both contribute to the proper distribution, handling, processing, and management of textile goods and services within VA medical facilities. The TCM Program outlines the procedures, reporting requirements, and operating guidelines for TCM and Textile Care Facility Operations within VA medical facilities. The Department of Veterans Affairs (VA), on behalf of the Veterans Health Administration (VHA), Textile Care Management Program, will procure textile care processing facility laundry equipment. The mission of the National Acquisition Center (NAC), High Tech Medical Equipment Picture Archiving and Communication Systems and Laundry Division, is to meet VA’s five core values: Integrity, Commitment, Advocacy, Respect, and Excellence. Purpose and Objectives Textile Care Processing Facilities (TCPFs) are responsible for providing textile processing services, ensuring a consistent supply of bacteriologically clean textiles to support patient treatment programs. VA laundries provide clean laundry for VA patients in various settings. Textile Care Processing operations are the primary focus of the established directive, which outlines responsibilities, procedures, and processes that: Minimize infection risks associated with handling and processing contaminated textiles. Ensure efficient operation through measurable quality assurance indicators. Identify and require safety precautions to promote workplace safety. Ensure continuity of service in case of emergency shutdown. Contract Duration The total contract duration is 120 days. The laundry equipment shall be delivered within ninety (90) days after the effective date of the contract. Installation shall take place no more than thirty (30) days after delivery. The installation timeframe includes one (1) day onsite shakedown and one (1) day onsite training. Training shall be at least two (2) hours per line item for both operator and maintenance personnel. Trainings shall not be conducted concurrently. Note: Installation shall be continuous, Monday through Friday, excluding Federal holidays, until completion. Weekend installation is possible with pre-approval from the Contracting Officer Representative (COR). Site Specific Project Requirements The contractor shall provide supervision, labor, equipment, tools, safety, rigging, hoisting, supplies, and installation services in accordance with the Statement of Work (SOW) and Technical Specifications. This includes removal of trade-in equipment, delivery, installation, and training of new laundry equipment, all conforming to the provided specifications. All items provided shall be new; refurbished equipment or parts are not permitted. The laundry equipment shall be located within Building 13, on the roof. Hurricane Equipment Protection All roof-mounted equipment and ductwork shall be secured with tie-downs for hurricane protection. Exterior mechanical louvers shall meet impact and hurricane codes. Lightning Protection All roof-mounted equipment and ductwork shall have lightning protection. Valves and Piping All valves shall be ball valves with appropriate ratings. The contractor shall remove old piping, drain piping, ductwork, vents, hangers, and water piping associated with removed equipment. All piping and air lines shall be new; existing exhaust ductwork may be reused if cleaned. Electrical connections will be new, with connection points identified by the station. All piping, water, conduit, and air lines shall have new valves for each new equipment. Waste Material Sorting/Recycling The contractor shall divert waste items to recycling disposal scheduled regularly. Items include pallets, metals, cardboard, mercury items, used oil, electronics, rechargeable batteries, wood, and debris. Waste shall not be stored on government property and shall be stored safely prior to pickup, complying with all applicable laws and regulations. Staging Area The contractor shall enclose the staging area with fencing at least six (6) feet high, with signage, covering, and weights. External Equipment/Motor Protection Filters Filters shall be provided for all air intakes, made of electrostatic media, encased in galvanized steel, and designed to withstand outdoor and indoor conditions. Lock-out/Tag-out Devices The contractor shall supply lock-out/tag-out devices for each piece of equipment, with instructions permanently mounted on each. A lock-out/tag-out kit shall be provided and stored in the maintenance shop. Equipment Identification All equipment shall be labeled with at least two (2) inch high numbers and letters, with clear identification and operating instructions. Labels shall be laminated phenolic with specified colors. Utility Connections and Damage Prevention The contractor bears responsibility for utility connections, leak testing, and preventing damage to government property. Existing equipment shall be protected during installation. Utility Shutdowns and Hot Work Permits Ten (10) days' notice is required for utility shutdowns. Hot work permits require two (2) days' notice if applicable. The TCPF remains operational during the project, with access from Monday to Saturday, 0600 to 1530. Weekend work is possible with approval. Badge Requirements Personnel shall obtain PIV badges or receive temporary badges from the VA POC. The process requires at least 30 days. Site Visit The contractor is responsible for visiting the site and examining the installation area. Exemption Certificate The POC will provide a valid sales and use tax exemption certificate for Florida. General Installation Requirements Existing utilities shall be used where possible. All penetrations shall be sealed with fire-retardant material. Utility and equipment layout shall maximize existing space and meet all code requirements. All new utility connections shall be leak tested. Equipment shall be protected from damage during installation. Utility shutdowns and hot work permits shall follow protocol with prior notice. Availability of Parts and Service The OEM shall guarantee availability of parts and service for ten (10) years. Incorporation of Documents The following standards and codes are incorporated by reference: AMCA, ANSI, FEMP, HVAC standards, NEMA, NFPA, NEC, IPC, OSHA, SMACNA, UL, and applicable regulations.
