Description
This is a combined synopsis/solicitation for commercial products or services prepared in accordance with the format in RFO 12.201 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 1. Solicitation number FA300226R0023 is issued as a Request for Quote (RFQ). 2. This acquisition is not set-aside for small business concerns. This is a Brand Name acquisition and is other than full and open competition in accordance with RFO 6.103-1(d). The associated NAICS is 513210; size standard is $47M. 3. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each quote should contain the quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government, IAW FAR 52.212-1(g). Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Vendor responses to the INs will be considered in making the award selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all vendors responding to this solicitation. 4. See the attached Schedule of Supplies: (Reference Atch 2) For applicable contract line items (CLINs), quantities and units of measure. 5. There will be three contract line items on the resulting order for the purchase of 106 FS Flight Control Licenses. The resulting order will be for a total of five (5) years, including a 1-year base period and four (4) 1-year option periods. CLIN 0001 will be obligated at time of award, and Option CLINs 1001, 2001, 3001, 4001 may be exercised in accordance with RFO Clause 52.217-9. Quotes shall conform to the following CLIN structure:
