This opportunity seeks contractors for the North Breton Island Restoration Project Phase 3, managed by the U.S. Fish and Wildlife Service (FWS) Gulf Restoration Office and Breton National Wildlife Refuge in Louisiana. - Government Buyer: - U.S. Fish and Wildlife Service (FWS), Gulf Restoration Office and Breton National Wildlife Refuge - Products/Services Requested: - Supply and planting of approximately 67,600 Black Mangrove (Avicennia germinans) 4-inch container plants - Supply and planting of 11,000 Smooth Cordgrass (Spartina alterniflora) 2-inch plugs - Installation of 6,120 to 7,500 linear feet of sand fencing along the dune crest - Development and submission of a detailed work plan for planting and sand fence installation - Unique/Notable Requirements: - All planting must follow a 3ft-by-3ft grid across the designated restoration area - Sand fencing must be installed in runs up to 450 linear feet, with specified overlap and gaps for vehicle access - Work must comply with technical specifications for plant types, installation methods, and sand fence construction - No work is permitted between March 1 and August 15 annually to protect nesting birds - The project location is a remote coastal island, requiring transportation of materials and labor to North Breton Island - No specific OEMs or commercial vendors are named in the solicitation - NAICS Code: 115112 (Soil Preparation, Planting, and Cultivating Services)

THIS IS A SOURCES SOUGHT ANNOUNCMENET ONLY. This is sources sought Notice only and it is not a solicitation announcement. The purpose of this Sources Sought Notice is to gain knowledge of qualified, potential contractors and their socio-economic size classification in accordance with NAICS Code category 115112. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to this Sources Sought Notice, a solicitation announcement may be posted. A response to this Sources Sought Notice is not an adequate reply to a potentially forthcoming solicitation.This procurement is to supply and plant “native vegetation plantings” and the installation of a sand fence at North Brenton Island located off the coast of Louisiana.The planting includes 67,000 Black Mangrove and 11,000 Smooth Cordgrass in two designated planting areas over 18.5 acres on North Breton Island. The installation of native plants is to facilitate the development of a nesting habitat.The contract will also include the supply and installation of a sand fence roughly 7,500 linear feet.
