The Department of Veterans Affairs Office of Information & Technology is seeking a commercial software platform and professional services to establish a centralized enterprise infrastructure automation control plane for its Infrastructure Automation Technical Debt Reduction (IATDR) program. - Government Buyer: - Department of Veterans Affairs (VA) - Office of Information & Technology (OIT), Infrastructure Operations (IO), Data Center and Cloud Engineering (DCCE) - Technology Acquisition Center NJ - Products and Services Requested: - Commercial automation orchestration and governance platform (on-premises, sized for 128,000 managed endpoints, high availability, horizontal scalability, no per-run/worker fees) - Platform software licensing - Professional services for delivery, installation, configuration, integration, maintenance, upgrades, and incident response - Automation architecture and standards development - Infrastructure automation enablement for up to 50 VA teams (onboarding, migration, coaching, pipeline support) - Module and blueprint factory development (infrastructure-as-code modules, configuration management collections) - Automation governance (framework, guardrails, KPI reporting, quarterly reviews) - Knowledge transfer and training (role-based tracks, materials, session recordings, readiness assessments) - Authority to Operate (ATO) and Risk Management Framework (RMF) support - Optional services: additional team onboarding, extra training sessions, transition to government support - Unique/Notable Requirements: - Platform must integrate with VA enterprise systems (identity, secrets management, source control, change management, monitoring) - Sized for large-scale (128,000 endpoints) and must support high availability and scalability - Structured knowledge transfer and training for multiple roles - Governance and compliance (ATO, RMF, KPI reporting) - Optional transition plan for VA staff operational independence - No specific OEMs or vendors are named; responses should address platform capabilities, engineering, automation, governance, and training. - Work includes up to 12 annual trips to VA data centers and Trusted Internet Connection (TIC) gateway locations. - Base period is 12 months with four 12-month option periods (up to 60 months total).
