Description
The Defense Health Agency Contracting Activity (DHCA) intends to negotiate on a sole source basis IAW RFO/FAR 12.102(a) to Med Associates Inc, 166 Industrial Park RD Fairfax, Vermont 05454-4452, United States as the only responsible source that can provide Walter Reed Army institute of Research (WRAIR), Center for Military Psychiatry and Neuroscience (CMPN) the replacement for components of its currently owned and aging Conditioning System. The Government requires Med Associates Inc.’s Med-PC VI software suite and Video Fear Conditioning software as well as camera bundles and other associated hardware needing replacement.
The PACE Lab currently requires an update and replacement of components within its Conditioning System. The Med Associates Inc. Conditioning System has been utilized by CMPN for over 10 years, during which time large data sets have been compiled across many studies to better understand stress effects or drug effects on behavioral performance. For these analyses to remain valid for use with new studies, CMPN must collect data on the same system, using the same measurement approaches and units. Med Associates Inc. is the sole supplier and proprietary manufacturer of the animal behavioral conditioning system manufactured by Med Associates Inc.
