The U.S. Maritime Administration (MARAD) is seeking industry input on acquiring up to 10 new Roll-On/Roll-Off (RO/RO) vessels to modernize the National Defense Reserve Fleet. - Government Buyer: - U.S. Department of Transportation, Maritime Administration (MARAD) - Products Requested: - Up to 10 newly constructed RO/RO vessels - Key specifications: - 211 meters length - 32.3 meters beam - 14.14 meters depth - 8.5 meters draft - 12,500 kW main engine - 19 knots full speed - Accommodations for 48 personnel - Designed for coastwise endorsement eligibility - Acquisition Approach: - Hybrid model: block buy of four ships - Ships 1 & 2: government-owned - Ships 3 & 4: privately financed, long-term charter - Lease and purchase options under a single contract - Option for government to buy vessels during or after lease term - Unique Requirements: - Vessels must be built in U.S. shipyards - Industry feedback requested on lease/buy structures, financing, maintenance, and regulatory compliance - Charter terms expected to be 20 years per hull, with flexible lease options - No specific OEMs or vendors are named; industry responses are sought for capability and interest.

MARAD is investigating the potential to lease new RO/ROs vessels. Specifically, MARAD is gathering information on tailoring the proven Vessel Construction Manager (VCM) acquisition approach for the National Security Multi-Mission Vessel to allow the Government to purchase or lease vessels on the same contract.
