The U.S. Department of State, through the U.S. Embassy in New Delhi, is soliciting quotations for the supply and delivery of one brand new flatbed truck with specific technical and compliance requirements: - Government Buyer: - U.S. Department of State, American Embassy New Delhi (S/GSO office) - OEMs (Original Equipment Manufacturers) Highlighted: - Acceptable makes include Tata, Ashok Leyland, Bharat Benz, Eicher, or equivalent - Product Requested: - One (1) brand new flatbed truck - Must be right hand drive (RHD) - Must comply with EURO/BS–VI (BS6) emissions standards - Must have a sleeper cabin - Gross vehicle weight: 18,000–19,000 kg - Payload: 12–13 tons - Diesel engine, manual transmission, double axle, 4 cylinders, 120–130 kW - 6 forward + 1 reverse gears, white color, power windows, rear parking sensor, pneumatic brakes with ABS, central locking, hydraulic power assisted steering, 6 tires plus one full size spare, cabin air conditioning/heater, entertainment system with English displays, USB, and navigator - Delivery must be FOB destination to the U.S. Embassy New Delhi within 90 days of contract award - Unique/Notable Requirements: - Only one unit required - Acceptable OEMs are specifically named, but equivalents are allowed - All costs for door-to-door delivery to the Embassy are to be included - Offerors must be registered in SAM and submit all required forms and certifications - The contract will be awarded to the lowest priced, responsible offeror - Place of Performance/Delivery: - U.S. Embassy New Delhi, India (multiple address references consolidated below)

Description

Enclosed is a Request for Quotations (RFQ) for supply of Flatbed Truck, EURO/BS-6, Right Hand Drive (RHD) to the U.S. Embassy in New Delhi, India. If you would like to submit a quotation, follow the instructions in Section–3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form SF–1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

All requests for clarifications must be submitted in writing via E-mail to ChellaramaniA@state.gov by 1500 hrs. (India Time) June 5, 2026.  Responses shall be provided to all contractors who showed their interest in doing business with USG.  No questions shall be answered received after 1500 hrs. (India Time) June 5, 2026.

Quotations are due by 1700 hrs. (India Time) of June 16, 2026.  Your quotation must be submitted electronically at Newdelhibids@state.gov with the subject line “Solicitation No.191N6526Q0059 for Supply of Flatbed Truck”.  The file size must not exceed 10MB. If the file size exceeds 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.

No quotations shall be accepted after this time. Quotations must be in English. Incomplete quotations will not be accepted.  Quotation submitted to any other e-mail ID other than Newdelhibids@state.gov shall be rejected and dealt in accordance with FAR provision 52.215-1.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
