The U.S. Army Corps of Engineers (USACE), Portland District (NWP) intends to negotiate/award a firm-fixed price (FFP) service, single source procurement to Instamation Systems Inc. for Hazardous Energy Control Program (HECP) management lock-out / tag-out Redtag printers, software, supplies, training, support and accessories to support Portland District facilities.
REASON FOR SOLE SOURCE ACQUISITION:
The statutory authority for this non-competitive acquisition is 10 USC § 3204(a)(1), RFO FAR 12.102(a), Soliciting from a single source for commercial purchases not exceeding the simplified acquisition threshold.
The purpose is to provide Hazardous Energy Control Program (HECP) management lock-out / tag-out Redtag printers, software, supplies, training, support and accessories to support Portland District facilities.
Background: US Army Corp of Engineers Portland District Navigation and Operating Projects have a Hazardous Energy Control Program (HECP) for lock-out/tag-out (LOTO) for all energized equipment, mandated by the USACE engineering manual EM 385-1-1 Safety & Occupational Health SOH Requirements Manual and engineering regulation ER 385-1-31 The Control of Hazardous Energy. The existing LOTO system hardware and software company no longer exists, is at end-of-life and not supported. Purchase new hardware, software, training, accessories, and services. Redtag brand is the only approved LOTO hardware and software on the US Army Corp of Engineers CIO/G-6 Approved Product Lists for use on the CorpsNet.
Justification: Current system end of life and no longer approved for use on the CorpsNet. Redtag brand is the only approved LOTO hardware and software on the US Army Corp of Engineers CIO/G-6 US Army Corp of Engineers Approved Product Lists for use on CorpsNet. Instamation Systems is the only authorized vendor for Redtag hardware and software products. There exists other vendors of similar software that may perform similarly as Redtag, but none have been evaluated or approved for use on CorpsNet. Similarly, this software has been successfully used by other Districts and maintained by CIO/G-6 personnel.
Impact: HECP lock-out/tag out program is mandatory; failure to replace any of the lock-out/tag-out hardware and software will result in a district-wide stoppage of all preventive maintenance programs, future contracts, and ability to repair equipment.
The Government intends to solicit Instamation Systems Inc. directly for this project on or around 18 June 2026. At this time, a solicitation does not exist. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
