SOURCES SOUGHT PROGRAM MANAGER LIGHT ARMORED VEHICLES LIGHT ARMORED VEHICLE CHEMICAL AGENT RESISTANT COATING (CARC)
1. Description: Program Manager Office Light Armored Vehicles (PMO LAV) is responsible for the total life cycle support for the Family of Light Armored Vehicles (FOLAV) and is located at the United States Army TACOM Life Cycle Management Command (LCMC) in Detroit Arsenal, Michigan.
PMO LAV seeks to identify sources capable of proper vehicle surface preparation and coating application of CARC paints with Grade E & Grade L based on MIL-DTL-64159C, Section 1.2.3 (for paint) and MIL-DTL-53072G (for application) to be applied to 180 multiple variants of the United States Marine Corps Light Armored Vehicles (LAV). The source will acquire the paint, spray booths, and conform to painting in the direct pattern that will be provided upon request in response to this notice. Surface preparation and coating applications will be performed at two (2) locations as follows: 90 vehicles at Camp Pendleton in Oceanside, CA and 90 vehicles at Twentynine Palms in San Bernardino, CA within 12 months. To receive electronic Controlled Unclassified Information and Controlled Technical Information (CUI/CTI), respondents must demonstrate compliance with DFARS clauses 252.204-7012 and 252.204-7020.
2. Sources Sought Request. PM LAV seeks to determine industry capability to provide the requisite product (CARC E and CARC L paint) and services (surface preparation and painting). Please provide any information (and/) or commercial literature describing your company’s capabilities as to how it could paint 180 LAV (including surface preparation, per the provided drawing, to receive contract in the August/September 2026 timeframe with a start date in October 2026. Along with your response, please include a Rough Order of Magnitude (ROM) estimate for the paint and service of the specified quantity.
3. Respondents are requested to include with their responses, their experience with painting for a Department of War purpose. Additional information to include are the necessary State of California permits and verification that your firm is licensed to purchase paint for military use and will be subject for background check.
4. All portions of this Sources Sought are merely for market research purposes, subject to change at any time, are in no way binding on the USG, and do not represent an established requirement. This Sources Sought is furnished for information purposes only with the understanding that the USG is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the information set forth herein. Nothing contained in this survey should be regarded as a basis upon which to seek payment, reimbursement or other consideration from the USG. Moreover, this Sources Sought is not intended as a solicitation of offers or request for competitive proposals.
5. Response Format. Electronic responses are required. It is requested that electronic responses be provided in a format that can be opened by the current version of Microsoft 365. The maximum size of each e-mail message should be no more than three and one-half (3.5) megabytes. You may use multiple e-mail messages. The subject line must include the message number, (example: 1 of 3, 2 of 3, 3 of 3), and "[Company’s Name] response to PM LAV Light Armored Vehicles Chemical Agent Resistant Coating (CARC) Sources Sought". All interested firms, regardless of size, are encouraged to respond to this request for information.
It is not necessary to respond to this Sources Sought in order to be eligible for future contract awards.
