Synopsis/Solicitation Overview This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.603, as supplemented by the current Federal Acquisition Circular (FAC 2026 01) and the Department of Veterans Affairs Acquisition Regulation (VAAR). This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This acquisition is 100% set aside for verified SDVOSBs in accordance with VAAR 852.219 73. Offerors must be listed as Verified in the SBA Veteran Small Business Certification (VetCert) database both at the time of quote submission and at the time of award. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220, with a small business size standard of $19 million. The FSC/PSC is J045. The VA Connecticut Healthcare System requires a contractor to remove and replace two damaged fan coil units in Buildings B-1 and B-2, providing all necessary labor, materials, equipment, and supervision to install new units and complete related chilled water, steam, electrical, and valve work. The contractor must coordinate with VA Electrical, HVAC, and Utilities personnel; manage required system shutdowns; protect existing equipment; and perform asbestos abatement, including glove bag removal and reinsulating where applicable as outlined in the following Statement of Work: STATEMENT OF WORK FAN COIL UNIT REPLACEMENT B-1 and B-2 VA CONNECTICUT HEALTHCARE SYSTEM (VACHS) VA MEDICAL CENTER WEST HAVEN 950 CAMPBELL AVENUE WEST HAVEN, CT 06516 BACKGROUND VA Connecticut Healthcare System has experienced faulty fan coil units within B-1 and B-2 from separate pipe freezing incidents. The locations include room 1171 within B-1 and room 3126B within B-2. JUSTIFICATION The fan coil units are in disrepair and require removal and replacement. The damaged units have affected the cooling of the spaces they serve and adjoining spaces. PLACE OF PERFORMANCE The place of performance for this contract is VA Connecticut Healthcare System, West Haven VA Medical Center located at 950 Campbell Avenue, West Haven. PERIOD OF PERFORMANCE The Contract Time Period of Performance will be 30 days upon contract award and Notice to Proceed (NTP). QUALIFICATIONS Potential bidders shall have a field service representative located within 100 miles of the West Haven Campus of the VA Connecticut Healthcare System. Service Provider acting as a Prime with subcontracted labor shall meet this requirement. Provide documentation of certification/training on the specific equipment upon request. Qualified to perform work on steam/chilled water distribution systems, HVAC/fan coils, electrical, with prior similar work or inspection projects for VA Connecticut Healthcare System. Minimum of three (3) years of related experience with commercial fan coil component installation and repairs, including inspections, cleaning, calibration, and testing, in compliance with relevant codes and regulations. Industry standard certifications such as OSHA 30 and OSHA 10, or equivalent. Submit documentation of technical training and certifications before starting work. Past performance, technical capability, and financial capability will be evaluated. Mandatory pre-bid walkthrough at 9:30 a.m. on Wednesday, June 10, 2026, at VA Medical Center West Haven, meet at Building 15, obtain a badge, and sign in. SCOPE OF WORK The Service Provider shall furnish all labor, materials, equipment, tools, supervision, and incidentals to complete the work described. They shall submit a project schedule, work procedures, inspection and testing procedures, safety documentation, weld procedures, and certifications for review and approval before starting work. Specific tasks include coordination of electrical disconnection/reconnection, providing grounding wire (~120 of 2312 CU or #12G CU), supporting units for chilled water and steam, asbestos abatement, insulation removal and re-insulation, piping repairs, and inspection reports with documentation. SUBMITTALS/DELIVERABLES Disposal manifest for ACM removal within 30 days after work completion. Final documentation report with tests, photos, and corrections within 14 business days after work completion. Material certifications for replacement parts. Warranty of at least one year on parts, labor, workmanship, and equipment. SPECIAL INSTRUCTIONS Check-in at Building 15, West Haven, sign in, and wear visible ID. Follow VA Security, smoking, photography, parking, and operational rules. Confine operations to authorized areas, hold harmless the government, and coordinate work impacts. Arrange asbestos abatement and air sampling, and perform insulation removal and replacement. Inspect and document all repairs and tests. Billing and Certification Provide reports and statements of work completed, including service dates. Bill labor hourly, credit unused labor. Comply with all safety codes, licensing, and travel requirements. NARA Records Management Follow laws and policies on records, data rights, and confidentiality. Obtain approval before creating or maintaining records, and ensure proper handling of sensitive information.
