FEMA is seeking qualified contractors to provide comprehensive fire suppression system maintenance at the Mount Weather Emergency Operations Center (MWEOC) in Virginia. - Government Buyer: - Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Continuity Section - Place of performance: Mount Weather Emergency Operations Center, Bluemont, VA - OEMs and Vendors: - Ansul (Ansul Model R-102 wet chemical kitchen hood systems) - Gem (Gem Model F200 foam-water sprinkler system) - Spectrum Manufacturing (Balanced Pressure Proportioning System) - Metron (Metron Model M30 Controller) - Products/Services Requested: - Preventive and remedial maintenance, testing, and inspection of fire suppression systems - 76 wet-sprinkler systems - 4 commercial-grade kitchen hood Ansul-based systems (Ansul Model R-102) - 3 small kitchen hood Ansul-based systems (Ansul Model R-102) - 2 dry-sprinkler systems - 8 pre-action systems - 1 paint booth clean agent system - 1 foam-based suppression system (Gem Model F200, Spectrum Manufacturing, Metron Model M30) - 6 fire pumps - Services must comply with NFPA 13, NFPA 17, NFPA 2001, and NFPA 25 standards - Scheduled preventive maintenance and 24/7 remedial response with strict reporting requirements - Unique/Notable Requirements: - Contractor personnel must possess active, fully adjudicated Top-Secret clearance (no sponsorship provided) - All applicable certifications required - Use of new OEM or equal quality parts for repairs - Detailed reporting and credit for late response - Vendors must submit capability statements, including relevant experience, period of performance, contract values, clearance status, and small business classification

Description

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Mount Weather Emergency Operations Center (MWEOC) located at 19844 Blue Ridge Mountain Road, Bluemont, VA 20135 is identifying potential providers to perform Fire Suppression Maintenance  in accordance with NFPA 13, NFPA 17, NFPA 2001, and NFPA 25 standards for Semi-Annual, Annual and Long-term intervals (5-20  years) for testing, inspection and Maintenance of our current systems.

MWEOC has (76) active Wet-sprinkler systems, (4) Commercial grade Kitchen Hood Ansul-based systems, (3) Small Kitchen Hood Ansul-based Systems, (2) Dry-sprinkler Systems, (8) Pre-Action Systems, (1) Paint Booth Clean Agent System and (1) Foam-based Suppression System. The MWOEC also has (6) fire pumps that require Annual testing, inspection, and maintenance.

Contractors should have all apllicable certifications required for performing such tasks and are also required to hold an ACTIVE fully adjudicated Top-Secret Clearance to perform this contract.  This includes personnel and any subcontractors. FEMA will not sponser a firm's application for a clearance.

Potential vendors shall submit a capabilites statement including previous and active contracts that are similar to work requested. The capability statements shall describe the experience, including tasks performed,period of performance, and dollar amount.  

Vendors shall state if they have an ACTIVE TS clearance.

Vendors shall state whether if they are a Small Business as defined by the SBA. If they are a considered a Small Business any socioeconomic status category.
