Description(s): SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION FOR Video Monitoring System and Access Control Relocation
The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to a Condortech Servies, Inc. located at 10777 Main Street, Suite 200 Fairfax, VA 22030 for Video Monitoring System and Access Control Relocation at Edwards AFB, CA. The contract will be executed by means of other than full and open competition, due to Condortech Servies, Inc being the previous company to provide these services at Edwards AFB, CA to reduce testing risks.
The reason for lack of competition according to market research is as follows:
In 2022, the 418th Flight Test Squadron (418 FLTS) contracted Condortech Services, Inc. (CTS) to install a state-of-the-art, customized Video Monitoring and Building Access Control System. This system was uniquely designed with the capacity to expand and meet future mission requirements. Due to the highly customized nature of the setup, CTS is the only source possessing the requisite technical expertise to relocate the equipment efficiently and safely. Utilizing a contractor unfamiliar with this specific integration introduces an unacceptable risk of accidental system interference, physical damage, and critical service disruptions to base security operations. CTS currently maintains the manufacturer warranties for the installed hardware and provides essential software upgrades for the lifecycle of the system. Any relocation, maintenance, or add-on work performed by a third-party contractor would immediately avoid these active warranties. Procuring a completely new system to facilitate full and open competition would result in a substantial duplication of costs to the Government—estimated at approximately $375,000—which is not expected to be recovered through competition. The mission partner has directly verified with the system designer and manufacturer that the integrated setup is highly proprietary. There are no authorized third-party resellers or certified service providers available in the commercial marketplace, firmly establishing CTS as the sole technically capable source for this requirement. To reduce future reliance on sole-source actions, the Government has strategized a transition plan. During the execution of this relocation contract, CTS will allow the existing on-site support contractor (JT4) to shadow their technicians at no additional cost to the Government. This on-the-job training will enable JT4 to assume future routine maintenance and on-site support responsibilities. For subsequent requirements, the Government intends to establish a hybrid support structure where JT4 executes on-site installation and maintenance, while CTS provides remote technical support and proprietary replacement parts.
