This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exist, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of companies engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.
REQUIREMENT: This notice is issued by the U.S. Coast Guard, Surface Forces Logistics Center, and Norfolk, VA to identify sources capable of providing the following:
DOCKSIDE REPAIRS SPECIFICATION: (Subject to change at the discretion of the Government). Contractor shall provide all necessary facilities, materials, equipment, and personnel to perform DOCKSIDE repairs to the U.S. Coast Guard Cutter (USCGC) RESOLUTE (WMEC 620). The vessel is home ported in PORTSMOUTH, VA. All work will be performed at the cutter's home port. There is no geographical restriction for this cutter.
SCOPE OF WORK: The scope of the acquisition is for the DOCKSIDE repairs of the USCGC RESOLUTE (WMEC 620). This work will include, but is not limited to the following work items:
WORK ITEM 1: 28 Volt DC Helo Power Supply, Load Test WORK ITEM 2: 400 Hz Power Supply (FCX Systems Inc), Load Test WORK ITEM 3: Windspeed Transmitter, Anemometer, Remove and Reinstall WORK ITEM 4: Flow Meter (Aviation Fuel), Calibrate WORK ITEM 5: Helo Talon Grids, Inspect and Test WORK ITEM 6: Decks, Helicopter Operating Areas, Preserve WORK ITEM 7: Electrical Stuffing Tubes, Renew
ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to be twenty-nine (29) calendar days, starting on January 27, 2027, and ending on February 24, 2027. (Subject to change at the discretion of the Government)
ANTICIPATED NAICS CODE/SIZE STANDARD: The applicable NAICS Code is 336611, Ship Building and Repairing, with a size standard of 1,300 employees.

If claiming HubZone status, provide a copy of your HubZone Certificate from SBA. If claiming SDVOSBC status, provide documentation showing the SDV unconditionally owns 51% of the business, controls management and daily operations, and holds the highest officer position. Also, provide documentation of a service-connected disability as determined by the Department of Defense or VA, and proof that the business is small under NAICS 336611. If claiming VOSBC status, provide documentation showing the Veteran unconditionally owns 51% of the business, controls management and daily operations, makes long-term decisions, and holds the highest officer position. Also, show the business is small under NAICS 336611. If claiming EDWOSB status, provide documentation showing at least 51% ownership by one or more women who are economically disadvantaged, and that they manage and make long-term decisions for the business. Also, show the business is small under NAICS 336611. Economic disadvantage is presumed if personal net worth is less than $750,000, gross income less than $350,000, and assets less than $6 million. Statement of Proposal Submission: A statement on how your company will perform the work and that your company will submit a proposal as a prime contractor if a solicitation is issued. Past Performance Information: Evidence of experience in similar work, including contract numbers, project titles, dollar amounts, points of contact, and phone numbers. If a joint venture or teaming agreement is planned, provide past performance info on projects performed together. Providing individual past performance from each company on separate projects may be less relevant.
