Howard County, Maryland is seeking to establish an on-call contract for construction inspection, engineering, and administrative services to support a range of county infrastructure projects. - Government Buyer: - Howard County, Maryland - Office of Procurement & Contract Administration - Department of Public Works, Bureau of Engineering, Construction Inspection Division - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation. - Services Requested: - Construction inspection services (Levels A, B, and C) with varying experience and certification requirements - Level A: 10+ years experience, NICET Level III or equivalent, Workspace Safety and Confined Space certification - Level B: 5+ years experience, NICET Level II or equivalent, Workspace Safety and Confined Space certification - Level C: 2+ years experience, NICET Level I (to be obtained), Workspace Safety certification - Project management by a registered Professional Engineer or Certified Construction Manager (10+ years experience) - Drafting (as-built) services for drawing revisions - Clerical technician services for project documentation and support - Engineering technician services for field and laboratory testing (soil, concrete, welds, geotechnical) - Material inspection/testing services (base and additional effort), including use of nuclear density gauges - Construction management services (CPM schedule review, change order review, claims analysis, cost estimating, shop drawing and constructability review) - Professional services including emergency response and damage assessment - Notable Requirements: - Multiple awards may be made to qualified consultants - Emphasis on cost-effective, qualified personnel - Minority and veteran-owned business participation encouraged - Consultants must waive claims for extra compensation or damages related to work assignment discretion by the County - Mandatory pre-submittal meeting - Adherence to County's standard agreement with limited exceptions - No product line items or specific equipment purchases are included; the focus is on professional and technical services.

Description

The County intends to establish an on-call contract with a Consultant to provide engineering services on an as-needed basis. The County reserves the right to make one or more awards to responsible Consultants whose proposals represent the best value. The assignment of work is at the sole discretion of the County, and all Consultants waive any claims for extra compensation or damages arising from work assignments. The contract period is one year starting around February 1, 2027, with an option to renew for five additional one-year increments.
