Description
The solicitation seeks a qualified Consultant to establish, lead, and operate a Program Management Office (PMO) as an extension of Loudoun County’s Department of Transportation and Capital Infrastructure (DTCI). The PMO will provide strategic leadership, governance, oversight, and execution support to transform the County’s capital program into a proactive, strategic, and performance-driven program. The Consultant will deliver expertise in large-scale portfolio and program management, including governance frameworks, internal controls, program analysis, reporting, and workforce capability development. The PMO will support planning, programming, budgeting, and execution of a diverse capital portfolio of transportation and facilities projects. The County intends to contract one Consultant for an initial one-year term with three additional option years.
