The Alaska Marine Highway System (AMHS), under the Department of Transportation & Public Facilities, is seeking a qualified contractor to provide comprehensive Salvage and Marine Firefighting (SMFF) services for its fleet of nine vessels. - Government Buyer: - Department of Transportation & Public Facilities (DOT&PF), Division of Alaska Marine Highway System (AMHS) - Contracting office located in Juneau, Alaska - Scope of Services: - Salvage, emergency lightering, marine firefighting, and incident response for all current and future AMHS vessels - Services must comply with the Oil Pollution Act of 1990 (OPA-90) and U.S. Coast Guard regulations (33 CFR 155 Subparts I and J) - Contractor must provide all necessary personnel, equipment, and resources, including ships, tugs, and specialized salvage/firefighting equipment - Participation in training exercises and maintenance of readiness agreements for vessels - Products and Labor Categories Requested: - Extensive list of labor categories (e.g., Salvage Master, Naval Architect, Divers, Project Manager, On-Site Coordinator) - Daily rates for a wide range of vessels (by horsepower), firefighting and ice class capabilities - Specialized equipment: generators, inert gas systems, welding/cutting tools, pumps, compressors, lighting, winches, storage containers, hoses, fenders, inflatables, shackles, air lifts, jacks, powerpacks, pollution control, oil booms, diving equipment, protective clothing, and PPE - Notable Requirements: - Demonstrated experience in similar large-scale marine salvage and firefighting projects - Ability to meet regulatory response times and standards - Compliance with nondiscrimination and accessibility provisions - Evaluation criteria include experience, methodology, management plan, and cost - OEMs and Vendors: - No specific OEMs or vendors are named; the solicitation is open to qualified providers with relevant experience - Place of Performance: - AMHS fleet vessels operating in the navigable waters of the United States, primarily Alaska and the region between Alaska and Washington State - Contracting office and program management based in Juneau, Alaska
