Description
Title: VISN 16 Secure Digital Imaging and Communications in Medicine (DICOM) Image Sharing Solution.
Background: Under the MISSION Act, VISN 16 experiences high volumes of imaging performed in the community. Current CD based transfers result in delays, lost media, compatibility failures, and increased costs. An automated, federated, secure electronic exchange is required to support timely care.
Purpose: The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77030, hereby issues the following Sources Sought to Request Information (RFI) with the intent of determining the contractor interest, capabilities, qualifications of potential businesses and estimated industry pricing information for market research and estimated budgetary purpose for VISN 16 Secure (DICOM) Image Sharing Solution.
Core Requirements: Interested vendors shall communicate the capability for the following core requirements that include but not limited to:
a Bidirectional electronic exchange of DICOM images, radiology reports, and radiology orders. b. Peer to peer, encrypted, FIPS 140 2 validated data transfer. c. Compatibility with VistA Imaging, CPRS, VistA Imaging Importer, community PACS, Laurel Bridge Compass router, and Cerner (future). d. Automated patient matching, MRN reconciliation, and creation of non VA orders and VA accession numbers. e. Ability to locate and retrieve priors from community providers based on appointments, procedures, or consults.
- Advanced Requirements: Interested vendors shall communicate the capability for the following advance requirements that include but not limited to:
a. Federated search of private sector providers when facility/location is unknown. b. Class II HL7 interfaces (ORM, SIU), API/FHIR, DICOM integrations. c. No cloud storage, processing, or hosting of VA data. Solution must not require FedRAMP cloud. d. Unlimited community partner participation at no cost to partners. e. Full installation at all VISN 16 facilities (listed in DRAFT PWS Table 1)
Security Requirements: Interested vendors shall communicate the capability to fully comply with all VA cybersecurity, privacy, TRM, MOU ISA, and VHA 6550 requirements. Solutions must be deployable within VA security constraints and meet HIPAA/HITECH requirements.
Objective: To find qualified and certified contractors with the capability to provide all shipping, delivery, personnel, original equipment manufacturer (OEM) authorization, tools, equipment, technical integration, automated workflow capabilities, federated peer-to-peer network, enterprise security, and deployment across VISN 16 Medical Centers within 150 days after award.

- Responses Requested: The NCO 16 requires all the following information and questions answered in this RFI/SS: Questions and information that is not provided may be considered nonresponsive to the Request for Information and contractor may not be considered as part of the market research.
a. Contractors shall provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and SAM Unique Entity Identification Number.
b. Is your company a small business, SDBs, HUBZone, or 8A concern? Please provide proof of qualifications.
c. Is your company considered small under the NAICS code: 541519?
d. Do you (Contractor) manufacture the product itself or a distributor of the items/services being researched above?
e. Are you an authorized distributor/reseller? Provide evidence from original equipment manufacturer (OEM).
f. Do you (Contractor) possess the technical capability to meet the requirements per the Draft PWS and this Sources Sought Notice? Contractor shall provide a detailed narrative describing how your solution meets each requirement in Section 8 of the PWS. Its solution architecture overview (peer to peer, encryption, integrations). Its security posture, TRM listing confirmation, FIPS 140 2 validation.
g. Do you (Contractor) possess the experience to meet the government per the Draft PWS and this Sources Sought Notice? Please provide communication with proven experience with automated federated search, automated internal pre fetch, automated patient matching, electronic community provider requests and VistA/CPRS, PACS, HL7, DICOM, FHIR, API implementations.
h. Do you (Contractor) possess the technical capability in meeting the 150 day deployment requirement.

Opportunity: The NCO 16, is seeking information from potential contractors on their ability to provide this service. THIS IS A SOURCES SOUGHT FOR REQUEST INFORMATION (RFI) ONLY. Small Business Concerns are encouraged to provide responses to this Sources Sought in order to assist the NCO 16 in determining potential levels of competition available in the industry. Contractor shall possess the capability to provide all requirements and objectives.

Please provide the information you deem relevant in order to respond to the specific inquiries of the Sources Sought. Information provided will be used solely by NCO 16 as "market research" and will not be released outside of the NCO 16 Purchasing and Contract Team.
This Sources Sought notice does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this Sources Sought is preliminary as well as subject to modification and is in no way binding on the Government.
In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract.
