The Military Sealift Command (MSC) Strategic Sealift Program Support Office is seeking information from potential sources for a specialized towing operation: - Government Buyer: - Military Sealift Command (MSC), Strategic Sealift Program Support Office (N103A) - Office located at MSC HQ Norfolk - Products/Services Requested: - One U.S. flag, ocean-going certified tug (built 1970 or later) to tow a U.S. Army Runnymede-class Large Landing Craft (LCU) from Fort Eustis, Virginia to Yokohama, Japan - Tug must meet U.S. Navy Tow Manual (SL740-AA-MAN-010) standards - Must have sufficient bollard pull for a minimum tow speed of 6 knots - Required features: full bunkering for voyage, internet and satellite phone, tow bridle, emergency tow lines, flooding alarms, navigation lights, day shapes per COLREGS, and non-destructive testing of deck fittings - Independent Marine Surveyor (IMS) services for technical evaluation, oversight, and towing certification - IMS to inspect tug and LCU, verify seaworthiness, and ensure compliance with Navy standards - Unique/Notable Requirements: - Tug must be U.S. flag and ocean-going certified, built in 1970 or later - Pre-tow conference and comprehensive towing package preparation required - Laytime of up to four days at destination for customs/delivery - No specific OEMs or vendors are named; the opportunity is open to qualified U.S. maritime operators - Place of Performance and Delivery: - Origin: Fort Eustis, Newport News, Virginia (military base) - Destination: Yokohama, Japan - Contracting office: MSC HQ Norfolk, Virginia
