This opportunity seeks contractor support for the mobilization, emplacement, and removal of concrete barriers for the U.S. Army's annual Independence Day event at Schofield Barracks, Hawaii. - Government Buyer: - U.S. Army, U.S. Army Garrison Hawaii, Directorate of Emergency Services - Directorate of Contracting, 413th Contracting Support Brigade (CSB), Regional Contracting Office Hawaii (RCO-HI) - Products/Services Requested: - Mobilization, placement, and removal of 100 to 130 concrete barriers - Barriers to be moved from 1944 Higgins Road (East Range) to Weyand Field and returned after the event - Includes road closures and reopenings for event security - Contractor must provide: - Labor, management, and certified equipment operators - Equipment: forklift (capable of lifting over 1,000 lbs) and flatbed truck (capable of transporting 10 barriers at a time) - Transportation and logistics support - Unique or Notable Requirements: - Compliance with security, environmental, and safety standards - AT Level I training and background checks for personnel - Adherence to environmental regulations - Work includes specific timing for road closures and reopening on event day - All work must be completed within the specified period, with no extra cost for additional days - Set aside for small businesses under NAICS 238990 (All Other Specialty Trade Contractors) - Vendors must have a Unique Entity ID (UEI) and be registered in SAM - OEMs and Vendors: - No specific OEMs or product brands are specified; contractor-supplied equipment is required - Locations: - Schofield Barracks, Hawaii (Weyand Field, East Range, 25th Infantry Division HQ, staging areas) - Contracting office at Fort Shafter, Hawaii

Description

This is a solicitation notice for a one-time contract to provide services for concrete barrier mobilization, emplacement, and de-mobilization for the 4th of July event on Schofield Barracks, HI.

Quotation with supporting documentation is due by Friday, June 12, 2026 at 10:00 am Hawaii Standard time via email to: maria.d.olipas.civ@army.mil. 

The Contractor shall perform to the standards specified by the Performance Work Statement (PWS) and Technical Exhibit (TE1). Contract service providers shall be accountable solely to the Contractor who in turn is responsible to the Government.

This action will be set aside 100% to Small Business.

All prospective vendors must have a Unique Entity ID (UEI) and be registered in the System for Award Management (SAM) at www.sam.gov. The North American Industry Classification Systems (NAICS) Code proposed for the requirement 238990 – All Other Specialty Trade Contractors. The size standard for NAICS 238990 is $19 million.
