The U.S. Army is soliciting SBA 8(a) certified contractors to replace the third-story asphalt shingle roof on Building 668 at the U.S. Army Garrison Devens Reserve Forces Training Area (RFTA) in Devens, Massachusetts. - Government Buyer: - U.S. Army Contracting Command-New Jersey (ACC-NJ), United States Army Garrison Devens RFTA - Contracting office located at Picatinny Arsenal, NJ - OEMs and Vendors: - GAF (manufacturer of specified asphalt shingles: Timberline Natural Shadow or Sovereign Series) - No other specific OEMs or vendors are named; "or approved equal" alternatives are permitted - Products/Services Requested: - Complete removal and replacement of the third-story asphalt shingle roof on Building 668 - Includes demolition of existing built-up asphalt shingle roofing and underlayment - Installation of new asphalt shingle roof system (GAF Timberline or Sovereign Series, or approved equal) - Installation of snow guard system above entrances and low roof sections - Installation of a roof fall protection system designed by a registered engineer - Removal, safekeeping, and reinstallation of the existing UL-approved lightning protection system - Repair of any deteriorated roof deck areas discovered during demolition - Performance and payment bond required - Unique/Notable Requirements: - 30-year manufacturer warranty on asphalt shingles - 5-year contractor workmanship warranty - Roof fall protection system must be designed by a registered professional engineer and approved by the roof manufacturer - Strict compliance with environmental protection and quality control standards - Project is set aside for SBA 8(a) participants serviced by the Massachusetts District Office - Work must begin within 10 days of award and be completed within 120 days - All work must comply with NFPA and UL standards for lightning protection

Description

THE PURPOSE OF THIS REQUIREMENT IS TO REPAIR BY REPLACEMENT THE 3RD STORY ROOF OF THE U.S. ARMY GARRISON RFTA BUILDING 668.  THE EXISTING 3RD STORY ROOF OF BUILDING 668 CONSISTS OF EXISTING ASPHALT SHINGLE ROOFING WITH UNKNOWN UNDERLAYMENT SUPPORTED BY A LOW-PITCH PLYWOOD DECK SHEETING.  THE BUILT-UP ROOFING IS TO BE REMOVED AND REPLACED WITH AN ASPHALT SHINGLE ROOF.  EXISTING LIGHTNING PROTECTION IS TO BE REMOVED AND REINSTALLED UPON COMPLETION OF THE NEW ROOFING SYSTEM.  PLEASE ALL ATTACHMENTS TO THIS SOLICITATION FOR FURTHER DETAILS.
