The Army Contracting Command at Tobyhanna Army Depot is seeking a contractor to provide comprehensive potable water sampling and laboratory analysis services at the depot in Pennsylvania. - Government Buyer: - Army Contracting Command (ACC), Aberdeen Proving Ground, Tobyhanna Division - U.S. Army, Tobyhanna Army Depot - Products/Services Requested: - Comprehensive potable water sampling and laboratory analysis - Weekly sampling for Total Coliform, E. coli, and Free Chlorine - Quarterly sampling for PFAS (PFOS, PFOA) - Annual sampling for Nitrate/Nitrite, 20 regulated VOCs, HAA5s, TTHMs, IOCs, Lead and Copper, SOCs, and radioactive samples - Monthly and quarterly non-reportable water quality parameter sampling (Calcium, Orthophosphate as P, Alkalinity, Specific Conductance, TDS, pH) - Emergency sampling for water line/main breaks and positive coliform results (rapid mobilization required) - Data entry and reporting to Pennsylvania Department of Environmental Protection (PaDEP) systems - Immediate notification of Maximum Contaminant Level (MCL) exceedances - Quantities and Line Items: - 20 Lead and Copper samples (with 40 sample bottles provided) - 1 monthly and 6 quarterly non-DEP water quality parameter samplings - Unique or Notable Requirements: - Contractor must maintain valid PaDEP certification and comply with EPA methods - Strict security, OPSEC, and CMMC Level 2 cybersecurity compliance required - Timely electronic reporting to PaDEP and immediate notification for critical results - Emergency response within 2-3 hours during business hours for urgent sampling events - No specific OEMs or named vendors are mentioned in the solicitation.
