The U.S. Air Force Acquisition Management & Integration Center (AMIC) is seeking industry input for small-scale construction design-build projects supporting foreign national security forces in Europe. - Government Buyer: - U.S. Air Force, Air Combat Command (ACC), Acquisition Management & Integration Center (AMIC), Counter Narcotics & Stabilization Policy (CNSP) - Offices at HQ ACC AMIC/PMT, Joint Base Langley-Eustis, and 300 Exploration Way, Hampton, VA - Project Locations: - Legionowo, Poland: Police International Training Center illicit drug production simulator facility (570+ sqm) - Zagreb, Croatia: Renovation and upgrade of seven classrooms at the Ministry of Interiors Police Academy - Lipljan, Kosovo: New 1,200 sqm two-story training facility with labs, classrooms, and drone operations room - Products/Services Requested: - Full design-build services for new construction and renovation, including: - Translation booths (ISO 2603:2016), soundproofing, built-in rifle/handgun racks, fire-rated doors, specialized flooring, HVAC split units, LED lighting, electrical and telecom infrastructure, storage cabinets, and countertops - Construction of reinforced concrete/masonry buildings, metal roofing, site earthwork, stormwater management, and utilities connections - Life safety, fire protection, energy efficiency, and compliance with host nation building codes - Quality control, project management, and warranty services (minimum one year) - Use of local labor and licensed in-country subcontractors is required - Contractors must demonstrate ISO 9001 certification and relevant past performance - Unique/Notable Requirements: - Each project capped at $1,000,000; three projects awarded under one contract - Specialized features: translation booths, weapons training infrastructure, clandestine lab simulators, drone operations room - Host Nation building code compliance and coordination for OCONUS personnel - Bi-weekly progress reports, monthly updates, and detailed design submittals at multiple stages - No specific OEMs or commercial product brands are named in the requirements

Description

ACC AMIC/PKD is conducting market research/sources sought to aid in the development of its acquisition approach. This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government.

Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist.

Under the authority, direction, and control of the Assistant Secretary of Defense for Special Operations and Low Intensity Conflict, the Deputy Assistant Secretary of War for Counter Narcotics and Global Threats, the Government requires the execution of small-scale construction design-build efforts for bases of operations for foreign national security forces IAW Section 284(c)(1)(B) of Title 10, U.S.C.
