This is a combined synopsis/solicitation for commercial services in accordance with the Revolutionary FAR Overhaul (RFO) streamlined commercial acquisition format (RFO-12), supplemented by the information in this notice. This announcement constitutes the only solicitation; quotes are requested, and no separate written solicitation will be issued.

Quotes shall be valid for 90 Days.
Site visits will be held June 9-11, 2026 at 9:00 AM and 1:00 PM Central Time (CT) at the Mercedes Field Office and adjacent LRGV locations. Pre-registration and execution of IBWC_Form_358_Nondisclosure_Agreement.pdf are required. Site visits may be arranged with Mr. Luise Martinez luise.martinez@ibwc.gov.

Description: The International Boundary and Water Commission, United States Section (IBWC) requires ongoing security systems maintenance, repair, component replacement, CCURE 9000 software support, licensing upkeep, and related services at LRGV facilities (Mercedes Field Office, Anzalduas Dam, Retamal Dam).

FOB: Destination — IBWC Mercedes Field Office (for any incidental deliverables associated with service).
Evaluation of Offer – Award will be made to the lowest price, technically acceptable (LPTA) responsible offeror whose quote conforms to the solicitation. Evaluation factors (equal weighting for technical acceptability): (1) Technical Approach (plan of action, equipment support, key personnel, schedule); (2) Past Performance (≥3 relevant references); (3) Price.
The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror.
Technical Approach - Quote must demonstrate the technical approach by providing a narrative addressing all the items in the scope. The narrative shall at a minimum include your plan of action, equipment, key team members, and schedule.
Past Performance – Quotes shall demonstrate successful past performance of at least 3 three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project.
Offerors shall meet or exceed and specifications and scope of work of items being quoted.
Failure to submit required technical approach and past performance will deem a proposal non-responsive and no consideration for award will be given.
Offerors must ensure annual representations are current in SAM.gov. Under RFO streamlining, the CO will not consider SAM representations derived from legacy provisions not included in this solicitation (e.g., 52.222‑25; 52.212‑3(d)). If not current in SAM, complete 52.212-3(b) with the quote. https://www.sam.gov.
System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
