NASA's Information Technology Procurement Office (ITPO) at Johnson Space Center (JSC) intends to award a sole source contract to Keysight Technologies Inc. for advanced RF channel emulation and wireless test solutions. - The procurement covers: - Keysight PROPSIM F64 RF Channel Emulation Hardware (F8800B platform, channel units, RF options, and MIMO extensions) - Multiple perpetual software licenses and support for channel emulation, satellite/aerospace tools, interference generation, fading/range emulation, calibration, and waveform tools - Keysight WaveJudge 5G Real-Time Wireless Analyzer hardware and software (including LTE and 5G NR releases, WLAN, and advanced analysis modules) - Keysight FieldFox 44 GHz Microwave Analyzer and associated options (vector network analysis, spectrum analysis, I/Q analysis, adapters, and calibration modules) - Technical support plans (1-3 years), KeysightCare, and professional services (3 days over 12 months) - Quantities range from 1 to 5 units per item, with detailed part numbers provided - NASA justifies sole source to Keysight due to unique technical, integration, and schedule requirements - Interested parties may submit capability statements, but NASA intends to proceed with Keysight unless a suitable alternative is identified - Place of performance is Johnson Space Center, Houston, TX; contracting office is NASA IT Procurement Office, Greenbelt, MD

Description

NASA/Information Technology Procurement Office (ITPO) has a requirement for the Keysight brand of Radio Frequency (RF) Channel Emulation Hardware and Vector Signal Analysis (VSA) test licenses.  (See Attachment A – Bill of Materials)

NASA/ITPO intends to issue a sole source contract to Keysight Technologies Inc. to acquire he Keysight brand of Radio Frequency (RF) Channel Emulation Hardware and Vector Signal Analysis (VSA) test licenses under the authority of FAR 6.103-1(b) – One Responsible Source.

This requirement is for the purchase of the Keysight brand of Radio Frequency (RF) Channel Emulation Equipment and Vector Signal Analyzer (VSA) Test Set License requirement for Johnson Space Center (JSC). Keysight Technologies Inc. is the only provider capable of delivering the Keysight brand of RF Channel Emulation and VSA test licenses that meet the technical performance, integration, and schedule requirements for NASA.

The Government intends to acquire a commercial product or service using FAR Part 12

 Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to seliste.c.acres@nasa.gov not later than June 12, 2026 at 10:00am (EST). Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
