Description

Amendment P00002 serves to extend the RFQ submission deadline by one day, moving it from 9:00 AM PST on June 15, 2026, to 9:00 AM PST on June 16, 2026. This extension is granted to provide all vendors with the opportunity to submit any outstanding information, attachments, and Enclosure 1-80ARC026Q0002 - SF1449 fill-ins as previously required. Please be advised that no further extensions will be granted. Submissions that are incomplete, missing documentation or fill-ins, or are received after the extended deadline will not be accepted or considered for further evaluation.

Amendment P00001: The purpose of this amendment is to formally extend the deadline for submitting questions and answers from 9:00 AM PST on June 9, 2026, to 9:00 AM PST on June 11, 2026. Additionally, this amendment provides Questions and Answers #1, which have been submitted to date, see continuation sheet for details.

5-axis Computer Numerical Controlled (CNC) Milling Machine

This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as Request for Quotations (RFQ) under solicitation number 80ARC026Q0002 for a 5-axis Computer Numerical Controlled (CNC) Milling Machine with tooling, warranty and Standard machine operation training (5 days on-site minimum) after machine is powered up and ready for operation per the Statement of Work (SOW).

The NAICS Code and Size Standard are 333517 with 500 employees respectively. The offeror must state in their offer their size status for this acquisition.

Delivery and installation to NASA  Ames Research Center Mail stop N220-1 Building N220, Moffett Field, CA 94035 (Attention Nicholas Crowley, Code RM) is required within ninety (90) days after receipt of order with the Operator training completion no later than September 30, 2026. Delivery must be free on board (FOB) Destination.

One or more of the items under this acquisition are subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services (NOV 2025). The Government will award a contract resulting from this solicitation to the offer responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors are in descending order of importance and must be used to evaluate offers:

Technical Acceptability Maintenance and Repair Build-up Price

Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Technical acceptability and Maintenance and Repair Build-up, when combined, are approximately equal to cost or price.  The Government technical evaluation team shall evaluate the technical proposals on a Meets/Does Not Meet basis, assigning a rating of Meet or Does Not Meet using the descriptions in the below table “Technical Acceptability Ratings”.  Any Offeror rated “Does Not Meet” under the technical factor will not be considered for award and will not be evaluated further.  An award will be made to the offeror whose quotation represents the best value to the Government when the above listed evaluation factors are considered. Any alternatives to the SOW will be approved upon review. Please provide a data sheet if submitting alternatives.

Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
