Comprehensive Water Treatment Services for FAA ZMP ARTCC Facility

The Federal Aviation Administration (FAA) is seeking a contractor to deliver a comprehensive water treatment program for the ZMP ARTCC facility in Farmington, Minnesota. - Government Buyer: - Federal Aviation Administration (FAA), ZMP ARTCC Airway Facilities - Procurement managed by FAA Regional Acquisitions Services, Fort Worth, Texas - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products and Services Requested: - Chemical treatment programs for boilers, cooling towers, chilled water systems, and closed loops - Scale and corrosion inhibitor chemicals (PTA or HEDP phosphonates, dispersant, tolytriazole, organic tracer) - Non-oxidizing, non-ionic biocide (isothiazoline based) - Oxidizing stabilized bromine biocide - Closed loop treatment chemicals (nitrite/molybdate, molybdate/phosphonate combinations, polyacrylate dispersants, tolytriazole, pH buffer) - Service program including: - Biweekly site visits for testing, monitoring, and reporting - Training for FAA Environmental Technicians (videotapes, DVDs, flip charts, workbooks) - Emergency response within 24 hours - Annual business review with FAA representatives - Laboratory analytical services (corrosion coupon analysis, water analysis, deposit analysis, microbiological analysis, ion exchange resin analysis, fuel oil analysis, metallurgical analysis) - Unique or Notable Requirements: - Chemicals must be GSA schedule compliant - Contractor must have ISO 9001:2000 certification and in-house laboratory capabilities - Program must reduce fuel and electrical consumption, minimize repair and maintenance costs, and provide thorough training - Monitoring of program results and submission of reports - Delivery of chemicals within 24 hours for emergencies - Place of Performance: - ZMP ARTCC Airway Facilities, Farmington, Minnesota - Contracting office: FAA SW Regional Office, Fort Worth, Texas

Description

1.   The Contractor shall design and provide a complete service-oriented water treatment program for all boiler systems, cooling towers, all heating water circulating systems, and all chilled water systems that will accomplish the following results:

a.  Reduce fuel and electrical consumption through improved heat transfer efficiency by minimizing scale, corrosion, fouling and microbiological growth.

b.  Minimize the repair and maintenance costs associated with replacement and cleaning of equipment due to scale, corrosion, fouling and microbiological growth.

c.  Provide professional knowledgeable and involved service personnel to ensure program success.

d.  Accurately monitor program results and provide appropriate recommendations with quantifiable personnel.

e.  Provide thorough training to all building Environmental Technicians on the implementation and control of the program.
