Description
This Notice of Intent is provided to advise that the Government intends to solicit and negotiate a sole source, Firm-Fixed Price contract with only one source, Lovell Government Services, to provide an ONWARD ARC-EX System Professional to the Minneapolis VA Medical Center.
This contract action is for services for which the Government intends to solicit and negotiate a Sole Source award under the authority of RFO 12.201 1, which permits the use of simplified procedures for commercial acquisitions.
This notice of intent to award a sole source contract is not a request for competitive proposals. However, in accordance with RFO Part 5 Publicizing Contract Actions, all responsible sources that feel they can meet the Government s requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested party s bona-fide capabilities for fulfilling the requirement and must include the organization s System for Award Management (SAM) Unique Entity ID (UEI), and the Taxpayer Identification Number (TIN), along with documentation verifying the vendor s authorized distributor/reseller status, if applicable. All offerors must have an active registration in SAM at www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be retained as Market Research.
All responses must be received by 12:00 PM Central Time on Monday, June 8, 2026.

The ONWARD ARC-EX System Professional is the first FDA-cleared non-invasive spinal cord stimulation device specifically designed to restore hand and arm strength and function in people with chronic cervical SCIs. It uses transcutaneous (through-the-skin) electrical stimulation applied to the cervical spinal cord, intended for use in combination with rehabilitation exercises. Since it is the first-ever device of its class, there are no other non-invasive spinal stimulation systems FDA-approved for improving post-SCI motor and sensory function.

The SBA Small Business database was searched using NAICS 334510 resulting in 430 SDVOSB vendors and 455 VOSB vendors. The manufacturer was contacted and stated that they sell this item through their designated SDVOSB distributor Lovell Government Services. No other vendors are authorized to sell this item. One FSS contract for Lovell Government Services was identified on GSA Advantage! from which an order can be placed for the exact item.
