Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
It is the sole responsibility of all offerors to frequently check this posting on SAM.gov for any amendments, updated attachments, or changes to this solicitation. Failure to acknowledge and comply with posed amendments may result in a quote being deemed non-responsive.
ASRC Federal Gulf State Constructors, LLC (AFGSC) Prime Contractor for the Government, intends to award a Firm-Fixed-Price contract for the removal and replacement required for the repair of the Installation Boundary Fence at F7211, Vance AFB. The contractor shall furnish all supervision, labor, equipment, consumable materials, supplies, tools, and incidentals necessary to complete all work in accordance with the attached Statement of Work (SOW), UFC requirements, and referenced specifications.
Funding Notice:
Funds are not presently available for this requirement. No award will be made until funds are available. AFGSC and/or the Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event AFGSC or the Government cancels this solicitation, neither AFGSC nor the Government has any obligation to reimburse any offeror for any costs.
Quote Validity:
Quotes must remain valid for 90 days after the solicitation close date of July 15, 2026. This extended timeframe will provide the Government with the strongest opportunity to secure the necessary funding and ensure continuity in the procurement process.
Bid Requirements:
The completed bid form attached in the SOW packet (Appendix B) must be emailed to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than July 15, 2026 at 11:00 AM CST. No late offers will be considered or accepted after the dead line.

Award will be made to the Lowest-Price Technically Acceptable (LPTA) offeror.

Site Visit:
A site visit is highly recommended but not mandatory for June 23, 2026 at 9:00 AM CST. Attendees will report to the Vance Visitor Center F72 (first building on the right as you enter in the first gate in the main enterance) starting at 8:00 AM CST until 8:30 AM. You MUST have a Real ID or passport. A bus will be provided to be escorted to the site. Please notify us at least 48 hours in advance with the names of arriving guest. A Question and Answer (Q&A) Form is attached to this solicitation. All vendorquestions must be submtted using the form only. Questions submited in any other format will not be accepted.
The deadline for submitting questions is July 7, 2026 at the close of business (COB).
All vendors must be registered and active in the System for Award Management (SAM) at the time of quote submission. Quotes submitted by vendors who are not active in SAM cannot be considered for award.
