SYNOPSIS:

This is a pre-solicitation notice. A formal solicitation is expected to be issued on or about 15 June 2026.

Note: This is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming; no proposals are being accepted. The subsequent solicitation will result in a C-Type Stand-alone contract.

CONTRACT INFORMATION:

This Acquisition will be solicited using Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 15, Contracting by Negotiations Procedures for one (1) Firm-Fixed-Price (FFP) Design-Bid-Build construction contract. The intent is for the RFP to be issued using the Highest Technically Rated Offeror at a Fair and Reasonable Price.  HTRO is a streamlined source selection methodology that maximizes technical excellence without requiring complex price-technical tradeoffs, provided the premium is justifiable as a fair and reasonable price.

This announcement pertains to a 100% Small Business Set-Aside acquisition for the construction of Bldg 90176 Hangar Door Expansion (HADES) at Fort Hood, Texas. Contractors will be selected based on their demonstrated competence and qualifications to perform the required work. The North American Industry Classification System (NAICS) code is 236220, which has a size standard of $45 million. A firm-fixed-price contract will be awarded. A solicitation is expected on or about 15 June 2026 with an anticipated contract award date of August 2026.

To be eligible for contract award, firms must be registered in both the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE). Additionally, contractors must possess Cybersecurity Maturity Model Certification (CMMC)

REGISTRATIONS:

System for Award Management (SAM): In accordance with RFO 52.204-7, an Offeror shall have an active Federal Government contracts registration in the SAM database when submitting an offer or quotation in response to this solicitation and at the time of award.

Procurement Integrated Enterprise Environment (PIEE): The only authorized method for submitting bids in response to this solicitation is electronically via the PIEE Solicitation Module. No other transmission methods (e.g., email, facsimile, U.S. Postal Mail, hand-carried submissions) will be accepted. Offerors must have an active Proposal Manager role in PIEE at https://piee.eb.mil/.

Cybersecurity Maturity Model Certification: is designed to address the need for effective cybersecurity throughout the supply chain, focused particularly on contractors with access to DoD information. CMMC outlines three levels of cybersecurity standards:

Level 1 (Foundational) requires 15 basic cybersecurity practices aligned with RFO 52.240-93. These practices apply to contractors handling Federal Contract Information (FCI) but not CUI. Level 2 (Advanced) is aimed at contractors that access or manage CUI. This level emphasizes advanced security practices with both self-attestation and third-party assessment requirements. Level 3 (Expert) applies only to critical national security data and systems.

The contracting officer will specify the required CMMC level in the solicitation

PROJECT INFORMATION: The scope of work includes, but is not limited to, the following major components:

Removal and replacement of hangars Exterior Improvements

This construction project is for the expansion of hangar doors at Facility B90176, Fort Hood, Texas, to support the HADES mission and accommodate the ME-11B (Bombardier Global 6500) aircraft. The project includes replacing two existing hangar doors each with a single 120-foot-wide rolling sectional door of equal height vertical fabric door with two sections of increased height, requiring structural modifications to the pre-engineered metal building (PEMB).

Exterior improvements involve extending the trench drain and adjusting adjacent man-doors and wall mounted utility lines. Interior work consists of installing higher-capacity motors for the new door, refinishing and restriping affected areas of the hangar floor, making minor partition and finish modifications to support new flight group requirements.

The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to complete the project as specified in the Statement of Work and Design Plans, which will be included in the future Request for Proposal (RFP). All work must comply with relevant state, local, and federal regulations and codes.

TARGET PRICE RANGE: The target price range for this project is between $4,500,000.00 and $5,500,000.00
