Description
U.S. Army Corps of Engineers, Seattle District (NWS), Special Projects Branch at Joint Base Lewis-McChord (JBLM), WA has issued this Sources Sought notice for market research purposes. The responses to this notice will be used to develop the Acquisition Strategy for an upcoming Request For Proposal (RFP) to repair by replacement the existing roof of Building 3087 with a new metal roof panel system.
This is not a pre-solicitation announcement, nor a RFP. No proposals are being requested or accepted with this Sources Sought and no contract shall be awarded from this Sources Sought. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought or any follow-up information requests. After review of the responses to this notice, and if the Government still plans to proceed with the acquisition, a separate synopsis may be published in the US Government System for Award Management (SAM) Contract Opportunities website at https://www.sam.gov.
The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of interested firms who have demonstrated capabilities in meeting the project description listed below.
The proposed work is to be performed under the following North American Industry Classification (NAICS) code: 236220 – Commercial and Institutional Building Construction.
Both large and small business firms are encouraged to respond to this Sources Sought. However, if sufficient numbers of small business firms demonstrate interest, capabilities, and qualifications, the Government may choose to set-aside the acquisition for small businesses. For this procurement, a firm is considered small if its annual average gross revenue over the last 3 fiscal years does not exceed $45,000,000.00. The following information is tentative and meant to provide interested firms with an idea of the general nature of the anticipated work. The Government reserves the right to update this information as project planning documentation is updated. The information below represents the most current data available and may be superseded upon publication of the preliminary planning information, which may be provided by the Government in the subsequent synopsis.
Overview of Anticipated Contract: The Seattle District Corps of Engineers, under FAR Part 36 procurement procedures, anticipates issuing a Request For Proposal (RFP) and subsequent award for Construction Services to repair by replacement the existing roof of Building 3087 with a new metal roof panel system at JBLM, WA.
The estimated magnitude of construction for this project is between $1,000,000 and $5,000,000.

GENERAL DISCUSSION
Project Identification
Project Title: Repair Roof Building 3087 IJO Number(s): 53465DER170597J Project Package Number(s): CE1004 Description of Work The Contractor shall supply all supervision, labor, equipment, and materials to perform all work in strict accordance with the contract specifications, this Statement of Work, and identified drawings to provide a repair by replacement of the existing roof with a new metal roof panel system for Building 3087 at JBLM. The goal of the project is to install a roof system that has a long-life cycle and provides a watertight system to mitigate the roof leak issues currently experienced at the building. This is a complete repair by replacement project that will provide a system that has minimal joints, matches with the base’s architectural aesthetics, and provides a complete roof system that requires minimal maintenance.
This project involves a major structural retrofit and several mechanical modifications. A new steel sub-structure will be installed above the existing roof structure (removal of existing roof layers required. See drawings for additional details). A new light gage steel sub-structure will be installed in current low-sloped EPDM areas to raise the area to a proper slope for this roof system. Several mechanical louvers, hoods, and vents will be modified to accommodate the new roof system, extended, and replaced with respective new components.
Stormwater system modifications will include using downspouts instead of internal roof drains in most locations, aiming to handle storm flow onsite with surface discharge where possible.
Area Description
Location: Building 3087 is located southeast of the intersection of 16th St. and Airport Way. It is bounded by Airport Way on the north side, 16th St. on the northwest, Stryker Ave. on the southwest, the Air Traffic Control Tower on the southeast, and a building on the east. Parking lots serve the building on the west side. Known Existing Site Conditions: A Geotechnical Report by South Sound Geotechnical Consulting indicates liquefaction is not a concern, and the soil Site Class for seismic design is confirmed to be D.
In accordance with JBLM Reg. 200-2, wastewater generated must be collected, processed, characterized, and disposed of into the JBLM sanitary sewer system or other authorized method. Wastewater characterization must include pH, Oil and Grease, BOD, and TSS analysis by a NELAC accredited lab. Additional analyses may be required for non-conventional wastes or hazardous materials. Results must be reviewed and approved by Public Works. On-site characterization by JBLM Pretreatment staff may waive analytical requirements at the Water program manager’s discretion. A Sanitary Sewer Discharge Permit from DPW Wastewater Treatment Plant is required. The Environmental Protection Plan must identify potential wastewater generation and disposal processes.

Provide all labor, materials, and equipment to install the work as shown on the drawings and listed in the specifications. This scope includes, but is not limited to, repair-by-replacement of all existing roof surfaces and roof drain connections, modifications to mechanical and electrical roof materials and equipment, and a new lightning protection system. PERFORMANCE AND SCHEDULING Performance Period Requirements The Contractor shall commence work within ten (10) business days after receiving the Notice to Proceed (NTP), diligently prosecute the work, and complete it ready for use within 300 calendar days. Final cleanup and submission of close-out documentation are included in this period. Contractor must submit all required permits, documentation to JBLM airfield manager, and FAA forms as specified. Award of Options: No option items in this contract. Construction Phasing Requirements The Air Traffic Control Tower is adjacent to the building. Notification to the airfield manager and FAA is required prior to crane operations. Permits, airfield forms, and FAA forms must be submitted within 21 days after NTP or option exercise, whichever is later.
A complete and final Statement Of Work (SOW) for the construction services will be issued with the RFP.
SUBMISSION REQUIREMENTS:
Responses to this Sources Sought shall be limited to no more than five (5) pages and include at minimum:
Company name, address, point of contact, phone number, email, and small business classification under NAICS Code 236220. A brief capabilities narrative describing the firm’s ability to meet the contract requirements, including any specialized knowledge, expertise, and relevant past experience. Statement of Capability to perform a contract of this size and complexity, with up to 3 project examples, indicating whether the work was completed independently as a prime contractor or as part of a joint venture or subcontractor. Include project descriptions, customer names, dates, and dollar values.
Participation in this process is not mandatory but will help the NWS identify capable sources. Future solicitations may be posted in SAM Contract Opportunities at https://www.sam.gov.
