The Defense Finance and Accounting Service (DFAS), part of the Department of Defense, is seeking industry input for a large-scale microfiche digitization initiative. - Objective: Digitize approximately 5.88 million microfiche sheets and reels from DFAS facilities in Indianapolis, Cleveland, and Texarkana - Indianapolis: ~3.4 million sheets (Army & Army Reserve) - Cleveland: ~2.23 million sheets and 4,700 reels (Military Retired and Annuitant Pay) - Texarkana: ~288,000 sheets (Non-Appropriated Funds) - Deliverables: - High-resolution TIFF Preservation Masters - Compressed PDF/A Access Copies with OCR text-searchability - Metadata extraction and delivery to government cloud environment - Standards & Requirements: - All digital files must meet Federal Agencies Digital Guidelines Initiative (FADGI) 3-Star standard - Legally admissible digital records to support audit readiness and authorized destruction of physical media - Strict security, personnel, and chain of custody protocols for sensitive PII and financial data - Pilot project required to validate workflows and technical compliance before full production - No specific OEMs or vendors are named; DFAS is conducting market research to identify capable providers - Notable for its enterprise scale, stringent quality and security requirements, and need for proven federal contract experience

Description

The Defense Finance and Accounting Service (DFAS) is seeking information on industry capabilities for a large-scale microfiche digitization effort. The goal is to convert approximately 5.88 million microfiche sheets to the Federal Agencies Digital Guidelines Initiative (FADGI) 3-Star standard. This RFI is for market research purposes to identify sources and solutions.
