Presolicitation Notice
The U.S. Army Corps of Engineers, Northwestern Division (NWD), Portland District intends to issue a commercial services solicitation, W9127N26QA098, for the purchase of the below Recirculating Aquaculture Systems, with delivery to Cole M. Rivers Hatchery, located at 200 Cole M. Rivers Drive, Trail, OR 97541.
Provide (4) four tray salmon recirculating aquaculture systems that must be new and in compliance with the following criteria:
Minimum rearing space for 75,000 Coho Salmon eggs Minimum and Maximum ambient air temperature: 32-100 degrees F Minimum and Maximum desired water temperature in the RAS: 42-56 degrees F Performs water oxygenation Has UV sterilization Includes foam sump filtration Includes racking system that fits in existing space and above equipment
And
Provide (2) 12x18 trout recirculating aquaculture systems that must be new and in compliance with the following criteria:
Minimum rearing space for 75,000 Coho Salmon eggs Minimum and Maximum ambient air temperature: 32-100 degrees F Minimum and Maximum desired water temperature in the RAS: 42-56 degrees F Performs water oxygenation Has UV sterilization Includes foam sump filtration Includes racking system that fits in existing space and above equipment.
The solicitation will be issued as a 100% Small Business set-aside. The North American Industrial Classification System (NAICS) Code is 112511 - Finfish Farming and Fish Hatcheries and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $3.75M. The Product Service Code (PSC) is 2060 - Commercial Fishing Equipment.
In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the simplified acquisition threshold. Vendors that respond to this notice and provide a valid point of contact may be issued the solicitation directly via email. It is the vendor’s responsibility to notify the points of contact below of their interest in this requirement.
If adequate competition is not received the RFQ will be posted to SAM.GOV
Solicitation issue date is anticipated to be on or about: 22-June-2026
Solicitation close date is anticipated to be on or about: 02-July-2026
The resulting contract will be issued on a Firm-Fixed Price basis with a 45-day period of performance expected.
Contract award date is anticipated to be on or about: 17-uly-2026
