The Billings Area Indian Health Service (IHS), part of the Department of Health and Human Services, is seeking Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) to provide on-site Pharmacy Reverse Distribution Services at multiple IHS pharmacy locations in Montana. - Government Buyer: - Indian Health Service, Billings Area - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named; the opportunity is open to qualified Indian Economic Enterprises - Products/Services Requested: - On-site pharmaceutical reverse distribution services - Includes inventory of expired and soon-to-expire medications (including controlled substances) - Secure handling, segregation, and packaging of pharmaceuticals - Transportation and return of eligible pharmaceuticals to authorized manufacturers or wholesalers - Processing of manufacturer or wholesaler credits - Reconciliation and documentation, especially for controlled substances - Service to be performed three times per year at each location - Unique or Notable Requirements: - Contractor must be DEA-registered and comply with all DEA regulations and IHS policies - Strict chain-of-custody and documentation procedures for controlled substances - Set aside for ISBEEs under the Buy Indian Act; compliance with 48 CFR 1480.201 (majority Indian ownership and earnings) - Respondents must submit a capability statement and the Indian Economic Enterprise Representation Form - Locations: - Services required at multiple IHS facilities across Montana, including hospitals and health clinics in Browning, Heart Butte, Crow Agency, Lodge Grass, Pryor, Harlem, Poplar, Wolf Point, and Lame Deer

Description

This is a Sources Sought notice.  This is NOT a solicitation for proposals, proposal abstracts, or quotations.  Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable.  

The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEE) capable of performing the below Indian Health Services (IHS) requirement.  Any vendor responding to this notice should submit their capability statement as well as the Buy Indian Act Indian Economic Enterprise Representation Form (attached).  

Consistent with the revised Buy Indian Act, HHS/IHS adopted the definition of an Indian Economic Enterprise (IEE) set forth in 48 CFR 1480.201.  This definition includes the following requirement, amongst others: "the Indians or Indian Tribes must, together, receive at least a majority of the earnings from the contract.”
