Bay County Board of County Commissioners is seeking qualified contractors for the North Bay Underground Injection Control (U.I.C.) Injection Wells project, focused on the installation, integration, and commissioning of deep municipal injection wells and associated monitoring wells. - Government Buyer: - Bay County Board of County Commissioners, Utility Services Department, Purchasing Department - Project Scope: - Installation, integration, and commissioning of two Class I municipal injection wells (IW-1, IW-2) and two single zone monitoring wells (MW-1, MW-2) at the North Bay Wastewater Treatment Facility - Drilling depths range from 1,300 to 2,000 feet below land surface - Includes all equipment, piping, casing, cementing, geophysical logging, packer testing, water quality sampling, mechanical integrity testing, and site restoration - Mobilization/demobilization, well development, and optional acidization (10,000 gallons of 32% inhibited HCL acid per well) - Compliance with Carollo Technical Specifications, Bay County U.I.C. Well Permit Application, FDEP, and EPA guidelines - Factory warranties required for all equipment and materials - Restoration of all activity locations to preconstruction condition - Funding & Compliance: - Project may be funded through the Florida Department of Environmental Protection (FDEP) ASADRA program via the Clean Water State Revolving Fund Grant - Strict adherence to FDEP Supplementary Conditions, EPA requirements, prevailing wage laws, and labor standards clauses - Notable Requirements: - Contractor must be a Florida certified underground utility and excavation contractor - Liquidated damages of $1,500 per day for late completion - Public construction payment bond required - No specific OEMs or named vendors are identified in the solicitation or attachments - Estimated plugging and abandonment cost for the wells is $250,000

Description

The Bay County Board of County Commissioners is seeking bids from qualified contractors for the North Bay Underground Injection Control (U.I.C.) Injection Wells project. The contractor must provide all equipment and materials to install, integrate, and commission the equipment and piping to Bay County standards, maintaining factory warranties and restoring all activity locations to preconstruction condition. Work must comply with Carollo Technical Specifications and the Bay County U.I.C. Well Permit Application. Funding may be provided through the Florida Department of Environmental Protection ASADRA program, contingent on compliance with FDEP and EPA guidelines.
