Description
This sources sought notice contains all the applicable required information specified in RFO 5.101(c). Therefore, this sources sought fulfills the presolicitaiton notice requirement in accordance with RFO 5.101.
The 55th Contracting Squadron has an ongoing requirement to procure an air show act that provides a full reenactment of a World War II era air to ground attack consisting of replica Japanese aircraft, ground-based pyrotechnics, and a historical narration. The Offutt Air Force Base “Defenders of Freedom” Air and Space Show will be held at Offutt AFB, Nebraska on August 8 and August 9, 2026.
The 55th Contracting Squadron intends to pursue/award a sole source contract to Commemorative Air Force (CAGE: 06JG4). Tora Tora Tora is the only responsible source and no other services will satisfy agency requirements. Tora Tora Tora conducts business under the entity Commemorative Air Force. The World War II era air to ground attack reenactment is unique to Tora Tora Tora as their act utilizes eight (8) replica Japanese aircraft (Mitsubshi A6M Zero fighters, Aichi D3A dive bombers, and Nakajima B5N torpedo bombers), realistic simulated ground-based detonation pyrotechnics, and a historical narration. Tora Tora Tora pilots hold certifications through the Federal Aviation Administration and Commemorative Air Force in order to perform the requested air act. The Tora Tora Pyrotechnic team holds state-issued pyrotechnic/shooter and federal ATF licensing to handle, store, and detonate high-hazard pyrotechnics.
With the Government's intent to award a sole source contract, this will not be set aside for small businesses under NAICS 711320, as the Government will be restricting competition in accordance with RFO 12.102(a).
Although the Government intends to award a sole source contract to Infinite Technologies Inc, all responsible entites are able to submit a capabilities statement in response to this sources sought. In addition, entities must also provide a detailed description of their alternative solution. Entities will be considered resonsible if there solution is deemed to meet the Government's need (Statement of Work) by the Governemnt subject matter expert. In the event adequate price competition is obtained, a written contract award will be issued to the lowest total evaluated priced offer determined to be techncially acceptable.
