Nationwide Ammunition Disposal Services BPA for ATF Asset Forfeiture

The Department of Justice's Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is seeking small business vendors for a nationwide Blanket Purchase Agreement (BPA) to provide comprehensive ammunition disposal services. - Government Buyer: - Department of Justice, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) - Asset Forfeiture and Seized Property Division; Acquisitions Management Division - Services Requested: - Processing, transportation, storage, and destruction of seized small arms ammunition - On-site mobile destruction services at ATF-designated locations - Facility-based destruction services (up to 70,000 lbs annually) - On-site mobile destruction (up to 15,000 lbs annually) - Associated travel and shipping support (including supply requests for bags, boxes, hazardous materials labels) - Certificates of Destruction required within 10 business days; destruction within 15 calendar days of receipt - Support to other DOJ agencies (USMS, FBI, DEA) as needed - Unique/Notable Requirements: - Total small business set-aside under NAICS 562211 - Firm Fixed Price contract with no guaranteed minimum quantity - Performance standards: 98% timeliness for destruction and COD, strict data integrity and physical security - Quality assurance surveillance and customer feedback mechanisms - Response within 24-72 hours for mobile services; trained personnel required - Quantities and Line Items: - Facility Destruction Services: 70,000 lbs/year (base and each option year) - On-Site Mobile Destruction Services: 15,000 lbs/year (base and each option year) - Travel for mobile destruction: 15,000–24,000 units/year (base and option years) - Shipping support: up to $85,000–$117,000/year (base and option years) - Place of Performance: - ATF-designated locations nationwide (CONUS) - ATF Acquisitions Management Division and Finance Branch, 99 New York Ave NE, Washington, DC 20226 - No specific OEMs or product part numbers are named; focus is on commercial service providers specializing in ammunition disposal.

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR/RFO part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 15A00026Q00000065 is issued as a Request for Quotation (RFQ) for the procurement of services for Blanket Purchase Agreement (BPA) holder/s to  provide processing, transportation, storage, and supply requests for shipping ammunition, and disposal of small arms ammunition under a BPA. Please see the “Performance Work Statement”, Attachment A and "SF1449_15A00026Q00000065 " for full description of the requirement and for the list of contract line item number and items, quantities, units of measures.

This acquisition is 100% set-aside for total small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The period of performance is estimated to be from date of award with one (1) base year and four (4) option years. Estimated start date: 06/30/2026 through 06/29/2031. Actual dates will be determined at award and can commence earlier.
