Description

Authority and Timing: This notice is prepared in accordance with RFO FAR Subpart 5.1 and RFO FAR 12.201-1(c)(2). The anticipated direct solicitation issue date is June 16, 2026, satisfying the mandatory 15-day advance synopsis interval.

General Scope & Function: The USPFO for Massachusetts requires a comprehensive procurement package of commercial infrastructure components, physical fiber routing assets, microduct systems, racks, cable management hardware, tools, and testing consumables. This requirement directly supports project XDQU-2023-00004 / 165 AW Add 144 SM FOC CN to AN Edge Switches on behalf of the 253d Cyber Space Engineering Installation Group (CEIG) localized detachment elements.

The procurement specifies brand names (including Corning, Dura-Line, Fluke Networks, and Panduit) to establish the necessary standard of quality, form, fit, and function. Items will be solicited on a brand name or equal basis.

No technical or trade-off evaluation subfactors will be utilized. Legal Effect: Pursuant to RFO FAR 12.201-1(b), any quotation submitted in response to the upcoming direct RFQ is not a binding contract. The subsequent purchase order issued by the Government will constitute the official offer, which becomes legally binding only when accepted by the supplier via written acknowledgment or substantial performance.
