Workforce Solutions Borderplex (WSB) is seeking a qualified firm to provide turnkey services for the redevelopment and operation of a childcare facility in downtown El Paso, Texas. - Government Buyer: - Workforce Solutions Borderplex (WSB), Contracts and Procurement Department - Project Scope: - Turnkey services for financing, designing, constructing, equipping, and operating a licensed childcare facility at 501 E. 1st Ave, El Paso - Facility must serve over 90 children and comply with all Texas Health and Human Services Commission and Texas Workforce Commission regulations - Participation in the Texas Rising Star program required if serving children through Child Care Services - Financing & Operations: - Selected vendor is responsible for securing all project financing from non-WSB sources (private, philanthropic, tax-credit, or other lawful sources) - Vendor must design, construct, and improve the premises, and operate the facility as a licensed Texas childcare provider - Experience with public/private project development, new market tax credits, and management of licensed childcare facilities is required - Notable Requirements: - Award is contingent on WSB obtaining a leasehold interest from El Paso County and negotiating a sublease with the selected respondent - Facility improvements must be based on a 2024 feasibility study confirming demand - Insurance and legal compliance required as per the final agreement - No specific OEMs or vendors are named in the solicitation - Place of Performance: - 501 E. 1st Ave, El Paso, TX (Downtown El Paso Childcare Facility) - Workforce Solutions Borderplex, 304 Texas Ave., Suite 1400, El Paso, TX (administrative office)
