The Stanislaus Council of Governments (StanCOG) is seeking a consultant to provide federal advocacy and lobbying services to advance its transportation and housing priorities. - Government Buyer: - Stanislaus Council of Governments (StanCOG), Financial Services - Services Requested: - Federal advocacy and lobbying services - Assist in developing and pursuing StanCOG’s federal legislative priorities - Influence federal legislation and represent StanCOG before Congress and federal agencies - Identify and secure federal funding through grants, earmarks, and discretionary programs - Provide monthly reports and legislative/regulatory updates to StanCOG’s Policy Board and staff - Notable Requirements: - Proposals must be submitted electronically - Compliance with California DOT Disadvantaged Business Enterprise (DBE) Race Conscious program - Contract period is three years, with two optional one-year extensions - No specific OEMs or vendors are named; solicitation is open to qualified individuals or firms with proven federal advocacy experience

Description

The Stanislaus Council of Governments (StanCOG) is seeking proposals from qualified individuals or firms with experience in federal advocacy and lobbying to assist in developing and pursuing its legislative priorities. The consultant will help influence legislation, advance StanCOG's interests before Congress and federal agencies, identify and secure funding, and apply for competitive grants and discretionary funding. The successful consultant will provide monthly reports and legislative updates to the Policy Board and staff. The contract period is an initial 3 years with two one-year options, and proposals must be submitted electronically by June 29, 2026.
