The Department of Defense, through the Armed Forces Health Surveillance Division (AFHSD) and the U.S. Naval Medical Research Unit SOUTH (NAMRU SOUTH), is seeking research and laboratory services to support a one-year study on Zika virus and other tropical pathogens in Latin America, specifically in Uraba, Antioquia, Colombia. - Government Buyer: - Department of Defense, Armed Forces Health Surveillance Division (AFHSD) - Global Emerging Infections Surveillance (GEIS) Branch - U.S. Naval Medical Research Unit SOUTH (NAMRU SOUTH) - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation - Products/Services Requested: - Collection of at least 120 clinical samples (whole blood and serum) from subjects with acute febrile or exanthematous syndromes - Dengue rapid tests on at least 120 samples - Other rapid tests on at least 50 samples (depending on availability) - Molecular RT-qPCR tests for vector-borne viruses (dengue, chikungunya, Mayaro, Oropouche, Venezuelan equine encephalitis, yellow fever) on at least 108 samples - Molecular RT-qPCR tests for Leptospira on at least 50 samples - Indirect immunofluorescence assays for spotted fever group rickettsiosis on at least 50 samples - Molecular tests (FilmArray) on at least 12 negative samples (subject to equipment/reagent availability) - Project management, coordination, and regulatory compliance - Laboratory testing, sample labeling, storage, and cold-chain shipment - Data management, secure data transfer (DoD SAFE), and regular reporting (weekly/monthly) - Participation in scientific manuscript preparation - Unique or Notable Requirements: - All laboratory and field work to be performed in Uraba, Antioquia, Colombia - Secure data transfer and strict regulatory/ethical compliance - Cold-chain sample storage and shipment - Coordination with U.S. government research units and reporting to NAMRU SOUTH - No specific brands, part numbers, or OEMs are mandated; focus is on research capability and laboratory services

Description

The purpose of this acquisition is to contract research and development services for 01 year in support of study NAMRU6.2018.0003 “Zika virus and other tropical pathogens in Latin America,” for the site located in Uraba, Antioquia, Colombia, for a 12-month period of performance.

This service requires carrying out the following activities:  1. Collect a minimum of 120 clinical samples. 2. Perform dengue rapid tests on at least 120 samples in the field. 3. Perform other available rapid tests on at least 50 samples in the field. 4. Perform molecular tests for vector-borne viruses on at least 108 samples. 5. Perform molecular tests for Leptospira for at least 50 negative samples by RT-qPCR for vector-borne viruses. 6. Perform indirect immunofluorescence assay against spotted fever group rickettsiosis for at least 50 negative samples by RT-qPCR for vector-borne viruses.

7. Perform molecular tests (FilmArray) on at least 12 negative samples. 8. Perform data transfer using DoD SAFE (https://safe.apps.mil/) to the Principal Investigator at NAMRU SOUTH. 9. Send weekly reports. 10. Send complete technical reports monthly.
