The U.S. Air Force, through the Air Force Life Cycle Management Center (AFLCMC) at Robins Air Force Base, is seeking 8(a) certified contractors for a five-year contract to provide Reliability and Maintainability (R&M) engineering support for helicopter platforms. - Government Buyer: - U.S. Air Force, Air Force Life Cycle Management Center (AFLCMC), Robins Air Force Base - Helicopter Platforms Supported: - TH-1H - UH-1N - HH-60W - MH-139 - Services Requested: - Reliability and Maintainability (R&M) engineering support - Root cause analysis of in-service failures - Development and updating of preventative maintenance procedures - Recommendations for design modifications to improve reliability - On-site technical assistance to maintenance crews - Failure mode and effects analysis (FMEA) - Prototype development - Technical data updates - Rapid field response - Configuration management - Unique/Notable Requirements: - Contractors must be 8(a) certified participants - Contractors must be local to Robins AFB for frequent collaboration - Contractors must provide, maintain, and calibrate all support equipment at their or their subcontractor’s facilities - Any replacement materials or parts must meet or exceed the quality of originals - Government-furnished equipment will be provided as needed - Contract Structure: - Five-year cost-plus-fixed-fee contract (basic plus four option years)

RELIABILITY AND MAINTAINABILITY (R&M) ENGINEERING SUPPORT FOR HELICOPTER DIVISION WEAPON SYSTEMS
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the facilities, expertise, capabilities, and experience to meet qualification requirements to complete R&M related tasks for helicopter platforms TH-1H, UH-1N, HH-60W and MH-139.
This requirement is for engineering support services. Our strategy is a for five-year cost plus fixed-fee contract (basic plus four option years) and will continue through FY32.
Requirements
The Government is conducting market research to identify potential sources that possess the facilities, expertise, capabilities, and experience to meet qualification requirements to complete R&M related tasks for helicopter platforms TH-1H, UH-1N, HH-60W and MH-139. These services include, but are not limited to, conducting root cause analysis of in-service failures, developing and updating preventative maintenance procedures, recommending design modifications to improve reliability, and providing on-site technical assistance to maintenance crews, etc.
Government furnished equipment will be provided as outlined in individual task orders as necessary. The Contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.
