This opportunity seeks qualified firms to perform Aids to Navigation (ATON) repair and replacement services for the U.S. Coast Guard at multiple federal sites along the Columbia River and Oakland Harbor. - Government Buyer: - U.S. Department of Homeland Security, U.S. Coast Guard, CEU Oakland - Scope of Work: - ATON repair, replacement, and maintenance at Base Tongue Point, Columbia River (Astoria, OR), Oakland Harbor, and various river and channel locations - Demolition and replacement of marine navigational structures, including: - Single and three-pile steel structures - Metal tripods - Wooden platforms - Steel or wooden towers (7x7, 5x5) - Baskets, dayboards, ladders, and associated hardware - Fabrication of new ATON structures per detailed specifications - Surveying of completed range structures to ensure proper positioning - Archeological monitoring and eelgrass surveys required at some sites - Products/Services Requested: - No specific OEMs, vendors, or part numbers are listed - All technical and structural details are referenced in attachments - Unique/Notable Requirements: - All work must comply with attached specifications and drawings - In-water work must be performed within the designated work window (November through February) - Vendors must demonstrate relevant experience and bonding capability - Estimated contract value: $1,000,000 to $5,000,000

This is a SOURCES SOUGHT NOTICE to identify firms capable of performing ATON Repair & Replace Work at Base Tongue Point/Columbia River, Astoria, OR

Major work items include:

Contractor shall provide all necessary supervision, labor, materials, equipment, power, and personnel to accomplish work installing, replacing, or removing ATON structures in the Columbia River Area/U.S. Coast Guard (USCG) Base Tongue Point, located at Astoria, Oregon.

Work includes, but is not limited to:

Standard ATON Maintenance work which includes removals, replacements, and repairs of damaged ATON structures. See appendix A, appendix B, and attached specification for scope requirements. ATON structure fabrication. Surveying of completed range structures to ensure proper positioning.

Structures will be constructed within in-water work window limitations.  The Columbia River in-water work window for this project is November 01, 2026 thru February 28, 2027.

ALL In-Water work must be completed by February 28, 2027.

All work will be performed in accordance with attached Specifications/Attachments/Drawings.

The procurement estimate is between $1,000,000 and $5,000,000. The NAICS for this project is 237990.  A Solicitation is estimated to be issued in August, 2026

Provide evidence of bonding capability to the maximum magnitude on the project to include both single and aggregate totals.
