SECTION I: REQUIREMENT
1. Scope and Objective: The 820th Base Defense Group and the 93 Air Ground Operations Wing (AGOW) is requiring the installation of an Access Control System (ACS) and Video monitoring system, located in building 207, Human Performance Optimization, Moody AFB, Georgia in accordance with Attachment 1: Statement of Work. The system shall encompass a computer workstation, Common Access Card (CAC) and PIN (2 factor authentication) devices/readers, and associated camera/video system, all controlled by the ACS workstation. Vendor is expected to supply all necessary parts, equipment, labor, software, remove unnecessary or old parts, and install all necessary wiring.
Video Monitoring Extension (CCTV): The Camera Monitor and installation information found in the SOW Section 8 will be added as an option. This option shall be executed only if the requiring activity is to secure additional funding in the future.
SECTION II: GENERAL INFORMATION
1. Quotes Due Date: Submit offers with Pricing Breakdown (Section III) to perform the work described to the Contracting Office by 9:00 AM, EST, 25 June 2026. Offers shall be submitted via email to maximos.ramirez@us.af.mil or hand delivered to the Contracting Office above. It is the contractor’s responsibility to confirm receipt of the quote prior to the solicitation or amendment closing date and time.
2. Site Visit: A site visit is scheduled for 9:00 AM, EST, 15 June 2026. Only one site visit will be conducted unless otherwise agreed to by the Contracting Officer. Participants are to meet in the lobby of 23d Contracting Squadron at the address above. All questions/concerns must be submitted in writing no later than 9:00 AM, EST, 17 June 2026.
3. Base Access: Moody AFB is a restricted-access installation. All visitors must possess valid identification and an approved base pass to enter the installation. Individuals who do not have the required credentials must coordinate access through the Contracting Office and the Prime Contractor.
Please complete the Base Pass Request Form and submit it to Maximos Ramirez at maximos.ramirez@us.af.mil prior to the scheduled site visit. Personnel who fail to submit the required documentation in a timely manner may not be granted access and could miss the site visit.
4. Question Submission: All questions regarding this solicitation and the associated Statement of Work (SOW) must be submitted in writing via email to the Contracting Officer and Contract Specialist by 17 June 2026, 8:00 AM, EST. Questions and Answers will be distributed to all interested vendors via an amendment to this solicitation.
SECTION III: QUOTE PREPERATION/EVALUATION INFORMATION
1. Offers will be evaluated utilizing the following evaluation criteria: Quotes will be evaluated based on lowest priced technically acceptable. The Government will review the Contractor’s deliverables identified in Section III paragraph 2 of this solicitation. In addition, quotes will be evaluated based on the criteria stated in the next paragraph.
Offerors’ quotes, which are evaluated, shall be evaluated on a pass/fail basis and rated as acceptable or unacceptable. The two lowest priced quotes shall be evaluated first. If the lowest priced quote is deemed technically acceptable, the next lowest priced quote will be evaluated to ensure competition exists. Evaluation will continue in order by price until two quotes are deemed technically acceptable; all proposals may not be evaluated for technical acceptability.
2. Quote Submission Instruction: To ensure timely and equitable evaluation of quotes, offerors must follow the instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirement of this solicitation. The response shall consist of one (1) copy of the following:
Technical Approach: The offeror shall provide a detailed description of the methodology, processes, and resources it will use to successfully meet the requirements of this solicitation. The technical approach should demonstrate the offeror's understanding of the requirement and explain how the proposed solution will be executed to achieve the desired outcomes.
Completed Insurance Compliance Form and proof of insurance: The offeror shall submit a completed Insurance Compliance Form along with current proof of insurance demonstrating compliance with all insurance requirements specified in this solicitation.
Pricing Breakdown: For the intended scope of work and the option CLIN Video Monitoring Extension (CCTV) and Installation.
Warranty Requirments: The contractor shall provide a minimum one-year warranty covering workmanship, labor, software, and hardware associated with the installation. During the warranty period: The contractor shall coordinate all applicable software or hardware updates with the Government. Response time for in-scope service issues shall not exceed three (3) business days after notification
OPTION CLAUSE
RFO 52.217-7 – Option for Increased Quantity-Separately Priced Line Item
The Government may require the delivery of the numbered line item identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by writing notice to the Contractor within a mutually agreed timeframe established by the Contracting Officer and Contractor. Delivery of added items shall continue at the same rate that like items are called for under the contract unless otherwise agreed upon by both parties.

RESERVATION OF RIGHTS
The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government shall have no obligation to reimburse any offeror for costs incurred in preparation or submission of a quote.
