The Federal Bureau of Prisons, Federal Detention Center (FDC Houston), is seeking a vendor to provide weekly deliveries of milk products for the 4th quarter of fiscal year 2026. - Government Buyer: - Federal Bureau of Prisons, FDC Houston - Products Requested: - 163,800 units of pasteurized whole milk (8 fl oz pint containers) - Part number: 0016 - Must comply with 21 CFR131.110 and conventional agricultural practices - 1,300 units of certified kosher fresh nonfat milk or plant-based dairy substitute (8 oz individual servings) - Part number: 0017 - Must be processed under Ultra High Temperatures (UHT) and marked with kosher certification (hechsher) - Delivery Requirements: - Weekly deliveries to FDC Houston Food Service Warehouse at 1200 Texas Ave, Houston, TX 77002 - Strict adherence to delivery schedule (every Tuesday during the period of performance) - Notable Requirements: - Set aside for women-owned small businesses - Strict privacy, security, and compliance requirements for handling DOJ information - Evaluation based on price and past performance, with emphasis on timely delivery and quality - No specific OEMs or brands are mandated; vendors may propose any compliant milk products

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Federal Bureau of Prisons - Federal Detention Center (FDC Houston) is issuing a solicitation, 15B51726Q00000012, for 4th QTR FY 26 Milk.  Shipping will be FOB Destination. Product must be delivered on a weekly basis beginning Tuesday, July 7th, 2026, and concluding Tuesday, September 29th, 2026. Deliveries will be made to the Food Service Warehouse at 1200 Texas Ave Houston, TX 77002. Please include solicitation number 15B51726Q00000012 on subject line when emailing. The contract type is firm-fixed price. The Government reserves the right upon award to make single or multiple awards. The evaluation factors are price and past performance. The Government will award to the responsible offer(s) whose offer, conforms to the solicitation, and is most advantageous to the Government. Failure to deliver within the established time frame will be considered as non-performance under the contract terms. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site www.sam.gov. The deadline for receipt of quotes is on or before June 11, 2026 at 1:00 p.m. Central Standard Time, Email (dcruz-ayala@bop.gov) and (m2khan@bop.gov). Quoted prices must remain good for 60 days after close of the solicitation.  Each offeror is required per 52.212-3 to complete their representations and  certifications via the online Representation and Certification Applications (SAM) at www.sam.gov. Evaluation Factors are price and past performance.  Venders who submit a quote concurs that delivery dates will be met, unless otherwise noted.  Vendors should not quote on items which cannot be delivered for any reason. 

Past performance:  A record of poor performance due to failure to deliver items within the expected delivery time period, requests to remove an item from a signed purchase order on previous awards, requests to disregard or cancel a signed purchase order, or poor quality may result in a poor performance rating.  FDC Houston will award quoted items to vendors that have a high past performance record IAW FAR 13.106-2(4)(ii) regardless of the quotes with the lowest price.  Quotes from vendors without poor past performance represent the best value when compared to any lower priced quote(s).
