This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as a Request for Quote (RFQ). Firm-Fixed Price. 1 JOB 0003 Cache Relocation Room NW12 Upgrades: Perform all security, HVAC, and construction upgrades required to prepare Room NW12 as a pharmacy cache in accordance with the Statement of Work. Firm-Fixed Price. 1 JOB TOTAL EVALUATED PRICE STATEMENT OF WORK Pharmacy Hood and Cache Upgrade Manchester VA Medical Center | 718 Smyth Road, Manchester, NH 03104 INTRODUCTION Manchester VAMC Pharmacy has a need to relocate both a portable exhaust hood and their medication cache. The exhaust hood is currently in the same HVAC zone as other hoods, which impacts its ability to truly meet redundancy requirements. The current medication cache is improperly located within the facility. This project will install ducting for the relocated hood, a supplemental negative-air exhaust fan, and a newly installed package HVAC unit. It will repurpose waiting room 101 into an office with two spaces and room for three desks, and will prepare room NW12 to meet pharmacy cache requirements. See Appendix A (attached) for proposed details on office relocation, exhaust hood/fan ducting path, and floorplans. Phasing will be required to prepare new office space in 101, move employees into this space and out of E127, and finally to finish the ducting in E127. These phased tasks will be done in parallel with the rebuild of room NW12. Franklin Briggs, Healthcare Engineer Manchester VAMC | Manchester, New Hampshire Mobile: 608-854-9677 | Email: bryan.briggs@va.gov SCOPE AND PROJECT TASKING Exhaust Hood Relocation Relocate existing Pharmagard Negative Pressure Total Exhaust Sterile Isolator Bench/Console (Product Manual included as Appendix B), and required accompanying exhaust fan, and install all related ducting. Install new package unit, appropriately sized and located to serve the new requirements in E127, including 12 air-changes per hour (ACH) and continual negative differential pressure. New Office Space in Room 101 Install two new partition walls in Room 101, forming two new offices. Cache Relocation Pharmacy's Cache is currently located in N78 and needs to be moved to NW12. NW12 requires the following upgrades to meet cache requirements: Replace door. New door must be completely opaque and hollow metal, must meet 15-minute forced-entry resistant requirements, and must have a deadbolt that releases from the inside when the handle is pushed down for exit. Install Security requirements: Entrance door must be controlled by physical access control (must interface with existing LENEL PACS). Entrance must be monitored by intrusion detection system (both boundary and volumetric). System must be compatible with existing DMP Receiver. Repair/cover NW12 walls. Permanently close southmost mailroom (NW5) door with drywall. Security requirements necessitate that "The perimeter of the Cache enclosure must be no less than 50 feet from the Loading dock and from the Mailroom." Replace nearby fan coil unit (Room W50) and install ducting. Ensure cache achieves required 12 air-changes per hour. PERFORMANCE REQUIREMENTS This project's Period of Performance (PoP) shall be 90 calendar days from Notice to Proceed (NTP) to final acceptance by the Contracting Officer of the project work. This duration reflects active work, lead times, and phasing. A site visit will be held during the solicitation process (see Site Visit section below). After award, the contractor shall pre-coordinate all contracted work with the COR. Work is to be performed from 7:00 AM to 4:30 PM. Contracted personnel must always wear the proper personal protective equipment (PPE). Work done under this project must comply with infection control requirements. The workspace is to always remain locked and secured. Contracted personnel are to check in with Facility Services in Building 6 (contractor badging and check in/out). Manchester VAMC shipping and receiving is not to be used by contractors; VA personnel are unable to accept deliveries for contracted construction purposes. All contractors and subcontractors shall comply with conditions specified in VAAR 852.204-71(d); Contractor operations required to be in United States. All contractors and subcontractors working with VA information must be permanently located within a jurisdiction subject to the law of the United States or its Territories to the maximum extent feasible. If services are proposed to be performed abroad, the contractor must state where all non-U.S. services are provided. The contractor shall deliver to VA a detailed plan specifically addressing communications, personnel control, data protection, and potential legal issues. Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process under RFO FAR 12.201-1, where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest-priced that provides additional benefit to the Government. Quotations may exceed the minimum requirements of this solicitation. The Government reserves the right to select a quotation that provides benefit exceeding the minimum requirements but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. Technical: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government's requirements as outlined in this solicitation and based on the information requested in the instructions to quoters section of this solicitation. QUOTE SUBMISSION REQUIREMENTS All quoters must submit the following in their quote package: Solicitation Number (clearly identified on all documents submitted) Company Identification: Company name, address, telephone number, UEI, and CAGE code Technical Approach: A narrative describing the quoter's approach to performing each task in the Statement of Work. The technical approach should demonstrate the quoter's understanding of the requirement, proposed methodology, planned phasing, proposed schedule (within the 90-day PoP), and any proposed key personnel or subcontractors. The Government will evaluate this information to assess whether the quoter can meet and/or exceed the Government's requirements. Past Performance: A minimum of two (2) and a maximum of three (3) relevant past performance references completed within the last five (5) years demonstrating experience with similar construction, HVAC, or building renovation work. For each reference, provide: contract/project name and number; customer name, POC, phone, and email; contract value; period of performance; and a brief description of the work performed. Price: A completed line item table (CLINs 0001 0003) with unit prices and totals.
