Description
The U.S. Army Corps of Engineers, Jacksonville District is issuing this sources sought synopsis as a means of conducting market research to identify qualified offerors with an established business presence in Puerto Rico and demonstrated capability to provide janitorial services for Armed Forces Recruiting Facilities located throughout Puerto Rico. The anticipated requirement is for a Firm-Fixed-Price contract consisting of a one (1) twelve-month base period and four (4) one-year option periods.
The Contractor shall provide all management, supervision, personnel, labor, equipment, tools, supplies, materials, transportation, quality control, and other resources necessary to perform comprehensive janitorial services at Armed Forces Recruiting Facilities throughout Puerto Rico.
This Sources Sought Notice is being issued solely for market research and acquisition planning purposes. The Government is seeking information from interested and qualified firms to assist in determining the appropriate acquisition strategy for this requirement. Services are anticipated to include, but are not limited to:
• General office and facility cleaning
• Restroom cleaning, sanitation, and replenishment of consumable supplies
• Trash collection and disposal
• Carpet vacuuming, spot cleaning, and deep cleaning
• Floor maintenance, including stripping, sealing, waxing, and polishing
• Interior and exterior window and glass cleaning
• High-touch surface cleaning and disinfection
• HVAC return grille and diffuser cleaning
• Pest control services
• Re-lamping services
• Ceiling tile replacement
• Emergency cleaning services
• Quality control inspections, documentation, and reporting
The objective of this requirement is to maintain clean, safe, healthy, and professional recruiting facilities for military recruiters and prospective recruits throughout Puerto Rico. The Government is particularly interested in determining the availability of qualified SBA-certified 8(a) firms with an established business presence in Puerto Rico that possess the personnel, equipment, management capability, and financial resources necessary to successfully perform the entire requirement throughout Puerto Rico. Responses received from this notice will assist the Government in assessing the availability of capable sources and determining the appropriate acquisition strategy for this requirement.
CAPABILITY STATEMENT REQUIREMENTS
Interested firms are requested to submit a Capability Statement demonstrating their qualifications, experience, and ability to perform the anticipated requirement. Firm's Business category and Business Size - Other than Small, Small Business, 8(a), SDVOSB, WOSB, or HUBZone. If your firm is a Small Business, be sure you understand the performance of work requirements for your specific socioeconomic category. i.e. SB, 8(a), SDVOSB, WOSB, or HUBZone. Capability Statements shall be limited to five (5) pages and shall include the following information: Company name, address, UEI, CAGE Code, point of contact, telephone number, and email address. Verification of current SBA 8(a) certification status. Identification of office location(s) and confirmation of the firm's established business presence within Puerto Rico. Description of the firm's capability to provide janitorial services throughout Puerto Rico, including staffing resources, management structure, and ability to service multiple geographically dispersed locations. Description of experience performing contracts of similar size, scope, and complexity. At least three (3) recent projects performed within the last five (5) years that are similar in scope and complexity. Include:
a. Customer name
b. Contract number (if applicable)

d. Period of performance
e. Description of services performed
f. Customer point of contact and telephone number
Description of the firm's quality control program and experience managing recurring custodial service contracts. Identification of any anticipated subcontracting arrangements. Confirmation that the firm is capable of complying with the limitations on subcontracting requirements applicable to 8(a) contracts.
MARKET RESEARCH QUESTIONS
Interested firms are requested to indicate:
Whether they are currently certified participants in the SBA 8(a) Business Development Program. Whether they maintain an established business presence within Puerto Rico. Whether they possess the personnel, equipment, management resources, and financial capability necessary to provide uninterrupted janitorial services throughout Puerto Rico. Whether they have successfully performed comparable janitorial or custodial contracts of similar size, scope, and complexity. Whether they anticipate performing the required percentage of contract performance with their own employees in accordance with FAR 52.219-14, Limitations on Subcontracting, and applicable SBA regulations. Whether they would be interested in competing for a future competitive 8(a) procurement for this requirement.
